Comply with federal, state, and local statutes h ~
and regulations related to discharge of storn~
waters?

EXPLANATION:
a-h) The project would not directly require alteration of existing facilities (e.g., PGB:E lines) or construction of additional utility
infrastructure. The project would not result in the need for additional water supplies or wastewater treatment capacity.
13. RECREATION.
_
X
~
~
a. Would the project increase the use of existing ~
neighborhood and regional parks or other
recreational facilities such that substantial
physical deterioration of the facility would
occur or be accelerated''
b. Does the project include recreational facilities X 1, 7
or require the construction or expansion of
recreational facilities which might have an
adverse hvsical effect on the environment'?

EXPLANATION:
a) This project would not have any impact on the quality and quantity of existing recreational opportunities and would not result in
the need for construction of new park facilities. The proposed project would not result in the increased use of existing recreational
facilities.
h) Because the proposed haul route from the DMMS to the Oyster Bay Regional Shoreline Park would parallel and in some
instances overlap with the Shoreline Trail, a portion of the Trail parallel to the west of the Monarch Bay Golf Course may be
temporarily closed or rerouted to the public during implementation of the proposed project. While this would reduce the recreational
utility of this segment of the Bay Trail, the closure would be temporary in nature and would only occur during weekdays while
trucks are hauling material to and from the DMMS; therefore, the impact would be considered less than significant. In addition, any
damage to the trial caused by the hauling activities would be returned to pre-construction conditions following project
implementation.
The truck haul route proposed to enter and exit the DMMS is adjacent to three sides of the Monarch Bay Golf Club and is
immediately adjacent to three tee boxes on the golf course. The DMMS offl~aul activities are currently scheduled to occur during
peak golf season. The rainy conditions during the winter season prevent the ability to offhaul during this time of year; therefore,
ofthaul activities must occur during dry summer condition. As the trucks enter and exit the DMMS and traverse around the
Monarch Bay Golf Club, speeds shall be kept to 5 mph to reduce the potential impacts to golfers at the three tee boxes adjacent to
the haul route. Additional coordination will occur between the City Engineer and the Monarch Bay Golf Club to further minimize
and mitigate disturbances to olf atrons Burin roject im lementation.
San Leandro Dredged Material Management Site 17 March / ZuU~+
S~dimenl Removal Project
