ACTIA Bike/Ped Countywide Discretionary Fund Grant Agreement ACTIA No.:A04-0017
Sponsor: City of San Leandro
ATTACHMENT B
PROJECT DESCRIPTION
The Bicycle and Pedestrian Countywide Discretionary Fund application submitted for the Cycle
1, Fiscal Year 2003/04 is incorporated herein by reference.
Project Useful Life: 75 years
Project Description:
This San Leandro Bay Trail Slough Bridge project will involve the construction of an
approximately 300 foot bridge which will cross the San Leandro Slough between the Port of
Oakland/Oakland Airport and the Oyster Bay Regional Shoreline in the City of San Leandro. As
part of this project, the City will also construct a connecting trail segment of approximately 600
feet, to the north of the bridge. The project will connect two existing segments of the Bay Trail,
and will allow trail users to stay on a Class I path close to the Bay instead of taking a circuitous
route on busy city streets, which is the only current alternative.
The East Bay Regional Park District (EBRPD) is an essential partner in coordinating the
planning, development, and implementation of this project. EBRPD owns, operates and
maintains the Oyster Bay Regional Shoreline Park and the Bay Trail segment within the park.
The City of San Leandro and EBRPD signed a Cooperative Agreement on December 15, 2003
outlining specific roles and responsibilities regarding the San Leandro Slough Bridge. The City
of San Leandro will maintain the bridge and connecting trail when completed.
The City of San Leandro is aggressively pursing additional funding sources, in order to eliminate
the substantial funding gap for this project. The City has developed a Funding Plan and has an
on-call consultant available to write grants, as needed. The early phases of the project, including
design and environmental review, are fully funded and moving forward. If the City's initial grant
requests are fully funded, the City anticipates having the full construction amount by February
2005. If the project is not fully funded by June 2005, then it most likely will not be able to be
constructed until the next period of dry weather, which would be Spring/Summer 2006.
The project construction costs include:
• Bridge
• Excavate and offhaul (retaining wall foundation)
• Build retaining wall
• Place backfill
• Sub-base & Asphalt Pavement
• Fence
• Mobilization
• Asphalt Pavement
• Sigmage
• Landscaping (minimal, if any)
F:IACTIA.ProgramsBicycle and Pcdestiiad~Ctywide Fund Program Funded ProjecLS -Cycle 03-04',San Leandro Slough
Bndge_SL`.Agreement_A04-0017_SL Biidgc.DOC
Page 10 of 15
