Overcoming Gaps in Institutional Structures and Enhance Coordination <br />The City coordinates with social service agencies, other cities, and the County of <br />Alameda to enhance the delivery of services and housing. The City subcontracted with <br />22 nonprofit agencies to provide social service and economic development programs <br />(using both CDBG and General Fund money). In addition, the City participates in the <br />HOME consortium with six other cities and the County of Alameda. The City joined with <br />Association of Bay Area Governments to participate in the Lease Purchase Program. <br />The County Housing Authority and the City have an agreement that the County can <br />operate the Section 8 Rental Assistance Program within San Leandro. <br />Improve Public Housing and Resident Initiatives <br />San Leandro has no public housing. San Leandro is a part of the Alameda County <br />Housing Authority, which also has no public housing in San Leandro. <br />Lead-Based Paint Hazards <br />Lead based paint assessments are conducted on any applicable units under <br />consideration for the housing rehabilitation programs. <br />Ensure Compliance with Program and Comprehensive Planning Requirements <br />Social service nonprofits were monitored by the City's Human Services Commission. <br />Monitoring procedures for CDBG have been developed and projects will be monitored <br />annually. In order to monitor and provide technical assistance to the City's capital <br />improvement projects, the Housing/CDBG Manager and all the project managers, <br />supervisor and administrative staff from the Engineering Department meet regularly to <br />discuss the projects. <br />The person administering the CDBG Program with the assistance of the Administrative <br />Assistant tracks all project expenditures on spread sheets and reconciles with the IDIS <br />reports on a monthly basis. The City has purchased a project module for the City's <br />finance system. It is anticipated to "go live" in January 2005. Tracking all of the CDBG <br />and engineering projects with this software program should make reconciliation with <br />ID15 much easier. <br />Anti-Poverty Strategy -Reduce the Number of Persons Living Below the Poverty Level <br />The City's strategy to reduce the number of households with incomes below the poverty <br />line is to fund programs that assist people to achieve economic independence and to <br />build affordable rental housing. The City funded 22 social service agencies that provide <br />support services to help individuals reach personal and economic sustainability. <br />The City is working with two non profit housing developers to build affordable rental <br />units. If families are paying less for rent than might otherwise be necessary, the family <br />will have sufficient funds to meet other needs as well as, hopefully, improve their overall <br />economic well being. <br />13 <br />
