General Narrative F. Citizen Comments <br />The Citizen's Participation Plan (CPP) for Housing and Community Development <br />programs was amended in 2004. The CPP describes that the CAPER shall be <br />available for comments from the public for a period of 15 days. This document was <br />available for comment at the Community Development Department, the City Clerk's <br />Office and on the City's web site. The comment period was from August 21, 2004 to <br />September 7, 2004. The CAPER with all comments received was reviewed and <br />adopted at a public hearing on September 20, 2004. The final CAPER will be posted on <br />the City's website and will be sent to U.S. Department of Housing and Urban <br />Development by September 30, 2004. <br />General Narrative H. Self-Evaluation <br />The purpose of this section is to assess progress in meeting the priority needs and <br />specific objectives identified in the strategic plan that will make the community's vision <br />of the future become a reality. <br />Statement on Performance Measures <br />The Consolidated Plan has identified the housing and community development needs in <br />San Leandro and set expected outputs for each year of the five year plan. However, <br />the Plan does not have outcome measures. It is the goal of the City to establish <br />14 <br />
