General Narrative F. Leveraging Resources The City used a variety of funding sources and strategies to provide affordable housing, including redevelopment housing set aside funds, HOME, and inclusionary housing requirements. Citizen Comments The Citizen's Participation Plan (CPP) for Housing and Community Development programs was amended in 2004. The CPP describes that the CAPER shall be available for comments from the public for a period of 15 days. This document was available for comment at the Community Development Department, the City Clerk's Office and on the City's web site. The comment period was from August 21, 2004 to September 7, 2004. The CAPER with all comments received was reviewed and adopted at a public hearing on September 20, 2004. The final CAPER will be posted on the City's website and will be sent to U.S. Department of Housing and Urban Development by September 30, 2004. General Narrative H. Self-Evaluation The purpose of this section is to assess progress in meeting the priority needs and specific objectives identified in the strategic plan that will make the community's vision of the future become a reality. Statement on Performance Measures The Consolidated Plan has identified the housing and community development needs in San Leandro and set expected outputs for each year of the five year plan. However, the Plan does not have outcome measures. It is the goal of the City to establish 14
