Persons with Special Needs Objectives: <br />1. Increase availability of service enriched housing for persons with special <br />needs. <br />In 2004, EDEN Housing completed construction of the Fuller Gardens 16 unit <br />project for the developmentally disabled. This project will compliment Fuller <br />Lodge located next door. <br />The 28-unit Allied Housing project in Castro Valley started construction for those <br />dual diagnosed with mental illness and substance abuse. This project has been <br />funded with HOME and CDBG funds and has also received funding from other <br />cities in Alameda County. <br />Provide a Suitable Living Environment and Expand Economic Opportunity <br />Community Development Objectives: <br />The Community Development Objectives address the needs identified in the five-year <br />plan, including anti-crime programs, economic development, infrastructure, public <br />facilities, public services, and senior and youth programs. <br />1. Neighborhood Revitalization <br />• The Commercial Design program has been canceled and $26,808 has been <br />reallocated to the Senior Center Development project. <br />• The City reallocated $53,275 from the MacArthur Blvd. Facade Improvement <br />Program to the Senior Center Development project as part of the 2004-05 Annual <br />Plan. The remaining $10,000 will be used for the facade renovation of a <br />restaurant including the relocation of a PG&E pole. <br />• Construction on the Manor Farnsworth neighborhood commercial center, three <br />shopping centers with 18 businesses at the intersection of Farnsworth and Manor <br />Streets has been completed. The exterior of all these businesses, the parking <br />lot, and the signage have been redone. <br />2. Support public services <br />City funded four projects (Davis Street Community Center, Building Futures with <br />Women and Children, Project Literacy and Recreation Link) that provided <br />services to 2521 low-income persons. These services include food, counseling, <br />job readiness services, literacy programs, recreation programs and childcare. <br />BFWC completed rehabilitation of the San Leandro Shelter, using CDBG funds. <br />With money from the General Fund, the City provides funding to an additional 19 <br />nonprofit social service agencies that provide services such as childcare, adult <br />6 <br />
