literacy, health and counseling, catering to the needs of several target groups <br />such as the homeless, adults, youth, the disabled, children and women in crises. <br />DCARA completed installation of an air conditioner and a new automatic door in <br />2003-04 using CDBG funding. They will use the balance of the funds in 2004-05 <br />for installing assistive listening systems. <br />3. Public facilities improvements <br />• The Cherry Grove Park renovation project is almost complete, except for some <br />minor items. The project will be presented to the City Council in September 2004. <br />• The design work for Memorial Park renovation project is also 95 percent <br />complete. The project will be opened for bid to contractors in August-September <br />2004 and construction is expected to start in November 2004. <br />• The design work for the Bonaire Park renovation project is 95 percent complete. <br />The project would be opened for bids from contractors in September 2004 and <br />construction is expected to start in February 2004. <br />• The feasibility study and site selection analysis for the proposed Senior Center <br />has been completed. A preferred site has been selected and the City Council <br />has approved the funds for land acquisition, pre-construction and construction of <br />the project as part of the 2004-05 Action Plan. <br />General Narrative B. Affirmatively Furthering Fair Housing <br />Under the CDBG and HOME certifications to HUD, the City certifies that it will <br />"affirmatively further fair housing." The City completed the Analysis of <br />Impediments to Fair Housing (A1) as part of the county analysis. The actions <br />outlined in the AI will be carried out during the next several years, as shown in <br />the table below. <br />7 <br />
