3. Respond to inquiries within one business day. Inquiries shall be answered by <br />trained counselors and information provided shall include the rights and <br />responsibilities of the tenants and landlords, an explanation of housing laws <br />and the California Civil Code. Tenants will be provided the booklet, "Answers <br />to Tenant Questions", if the questions are covered by the booklet. <br />B. Mediation, reconciliation and referral: <br />4. Offer mediation and attempted reconciliation of all housing dispute cases, <br />including eviction prevention, except for deposit and rent increase cases. <br />5. Screen and refer general housing inquiries to appropriate agencies and <br />programs, if necessary. <br />6. Subrecipient will offer mediation services and contact the respective parties in <br />tenant-landlord dispute cases and negotiate a resolution, where feasible. <br />7. Provide referrals to attorneys and small claims court, if the client wishes to <br />pursue the case. <br />C. Outreach: <br />8. Outreach shall comprise of: <br />a. Development and distribution 1200 pieces of remedial material within <br />San Leandro during the term of the contract. <br />b. Advertisement of the landlord-tenant services offered to San Leandro <br />residents through quarterly public service announcements on the local <br />radio stations, at least one appearance on the local cable/commercial <br />television channel or radio station, and at least one article or press <br />release in the local newspaper. <br />c. Organizing two landlord/property owner and manager trainings during <br />the term of the contract. <br />D. Reporting: <br />9. Provide quarterly reports comprising the number of San Leandro residents <br />served by the program every quarter, within 15 days of the end of the quarter. <br />Reports shall be submitted on the `Periodic Program Report Form' provided <br />by the City. This shall include: <br />a.
