6. Outside connections to the HdL business license and land management databases <br />HdL applications rely on the integrity of the databases to operate properly. As such, <br />it is critical that any outside connection to the database be implemented with HdL's <br />full knowledge and participation. <br />+ Only "read only" connections will be established to the HdL database. <br />+ No modifications will be made to the HdL database, including database/table <br />design and data content. <br />• Any repair work necessary due to violations of the above items will be outside the <br />scope of normal contract maintenance, and as such will be billable to the client. <br />The City shall contact HdL for instructions if any added functionality is required, <br />including reading additional data or writing to the HdL database. <br />D. PROJECT PLAN <br />The City has provided project plan guidelines for the implementation of the Business <br />License system. It wishes the system to be operational for billing by December 15, 2004, <br />fully operational by January 10, 2005, historical data conversion by February 1, 2005, <br />with a final acceptance on March 4, 2005. HdL recommends that all data conversion be <br />accomplished before the December 15, 2004. Based on our prior experience, this will be <br />a smoother and less disruptive process. <br />Generally, a business license installation takes 150 days to complete. Because the City <br />desires to be operational for the December renewal cycle, HdL proposes a compressed <br />project schedule to meet the December 15t" date as shown in the table below. <br />"Operational for billing" will mean that all data has been converted, renewal notices can <br />be generated, applications for new licenses can be accepted, fee and penalty calculations <br />are in place and payments can be processed. Forms and reports necessary to these <br />operations will be in place. Training will have been provided to staff. <br />Items that may not be completed include department approvals, lock box processing (if <br />this option is elected), interface to the Eden Gold financial system, population of parcel <br />data in the land management module, the link to the City's current provider of sales tax <br />information and any remaining forms, letters and reports.
