Adoption of the Element would not increase the number ~f units that could be built on these sites, or the <br />potential for impacts to these resources. <br />T'he Midtown Specific Plan included specific mitigation measures associated with burrowing ow] and raptor habitat. These <br />measures include requirements for surveys, tree removal, and wetland modification. Similar requirements would apply to <br />housing projects outside the Midtown Plan area in areas lrnown to have biotic resources. Project-specific mitigation measures <br />will be prescribed for future projects as necessary. <br />V.
