City of San Leandro Housing Element Update <br />Initial Study Checklist <br />Prepared by: City of San Leandro and Barry Miller, Consultant <br />Date: November 12, 2002 <br />Project Title: City of San Leandro Housing Element Update (GPA 2001 - 001) <br />2. Lead Agency Name and Address: City of San Leandro 835 East 14th Street, San Leandro CA 94577. <br />3. Project Location: The project boundaries are coterminous with the San Leandro Planning Area, and <br />include the City of San Leandro and the unincorporated San Leandro sphere of influence. San Leandro <br />is approximately 15.4 square miles in size and is located in Alameda County, California. It is adjoined on <br />the north by Oakland, on the south by the unincorporated communities of Castro Valley and Ashland. <br />Regional Park District property lies east of the city limits. San Leandro is bisected by two freeways- <br />Interstates 580 and 880. Older State Highways traverse through San Leandro and include Doolittle <br />Drive, Davis Street and East 14th Street. <br />Project Sponsor's Name and Address: Same as Lead Agency. <br />Contact person: Matt Tomas, Planner III 510.577.3350. <br />6. General plan designation: Various, as the project includes the entire area covered by the San Leandro <br />General Plan. <br />7. Zoning designation: Various, as the project includes the entire area covered by the San Leandro Zoning <br />Map. <br />8. Description of project: The project is the updated Housing Element of the San Leandro General Plan. <br />The new Element would replace the 1989 Housing Element, establishing updated policies and programs <br />relating to housing construction, preservation, and affordability. Completion of this update is required by <br />State law. The Element must show that the City can accommodate its fair share of the region's housing <br />needs over a 7-1/2 year period, through 2006. San Leandro' fair share "assignment' for the 1999-2006 <br />period, as determined by ABAG, is 871 units including 353 affordable income units. As of early 2002, all <br />of the moderate income units have been constructed. Including affordable housing projects that have <br />either been constructed or are committed to construction, a remaining 202 affordable units are needed to <br />satisfy RHND goals for affordable housing production. <br />The major components of the Housing Element are a Needs Assessment, an Analysis of Constraints and <br />Resources, and a Housing Plan that includes a package of goals, policies and follow-up actions to <br />implement identified housing objectives. The Needs Assessment describes housing, economic and <br />demographic conditions in San Leandro to assess the demand for housing for various income groups <br />and persons with special needs. The Constraints and Resources Analysis identifies potential constraints <br />to housing production in the City (such as zoning standards) and identifies potential sites for new housing <br />construction. This analysis indicates that the City has sufficient land to accommodate its fair share <br />assignment, and suggests a number of actions to facilitate construction. <br />The majority of the City's Housing sites are identified throughout San Leandro as either in-fill <br />development sites or identified along transit corridors and around transit facilities such as the East 14th <br />Street corridor and the Central San Leandro BART Station area. These sites are included in the General <br />Plan Environmental Impact Report that was certified by the City in May 2002. Relevant mitigation <br />measures identified in that EIR are cited in this Initial Study. Because no changes to the San Leandro <br />General Plan are proposed by the Draft Housing Element, this Initial Study tiers off of the analysis <br />previously conducted by the EIR as it evaluates potential environmental impacts. <br />
