EXHIBIT A <br />SCOPE OF SERVICES <br />PROJECT PURPOSE/DESCRIPTION <br />The purpose of this project is to complete a traffic study for inclusion in a Caltrans Project Study <br />Report/Project Report (PSR/PR) for the proposed new roadway connecting Davis Street to <br />Williams Street and reconfiguring the intersection of Westgate Parkway and Timothy Drive. <br />The Westgate Parkway Project to be studied also includes the reconfiguration of the Westgate <br />Shopping Center parking lot, north of the Wal-mart parking lot. <br />City has retained Contractor to perform traffic studies for the roadway reconstruction and street <br />improvements along Timothy Drive, Westgate Parkway, and Williams Street ("Project"). The <br />traffic studies will address the traffic conditions of the different configurations (left turn and <br />ramp configurations) and the traffic impacts in the vicinity of the project due to the various <br />phases of construction. <br />DESCRIPTION OF CONTRACTOR SERVICES <br />Contractor shall perform the services described as outlined below: <br />Task 1: Data Preparation <br />Contractor will use PeMS (Caltrans Freeway Measure System) data and TJKM <br />count database to obtain mainline, ramp volumes (already acquired for Caltrans <br />project on I-880). <br />City will provide Contractor with turn count data for a.m. and p.m. peak periods, <br />and signal timing plans. Contractor will collect additional turn count data as <br />necessary. <br />Contractor will provide a count summary in graphical and database format using <br />EMME/2 and enif. <br />Deliverable: Count Summary Report <br />Schedule: 4 weeks after receipt of `Notice to Proceed' <br />Task 2 -GPS Based Floating Car Studies <br />GPS receivers are used in Contractor vehicles to conduct speed surveys across various <br />network of streets.
