• Contractor will provide a GPS run plan • Contractor will perform GPS runs for both a.m. and p.m. peak periods • Contractor will complete the reduction of the data • Contractor will derive a speed profile based upon GPS runs Deliverables: GPS Speed Run Plan, GPS speed runs for a.m. and p.m. peak, Speed Profiles for freeway and arterial routes within City. Schedule: 4 weeks after receipt of `Notice to Proceed' Task 3 -Project Based CMA Model • Contractor will set up EMME/2 model for the project • Contractor will define the project area and a study area where the network needs to be revised • Contractor will revise the network to reflect the details (road segments and zones) • Contractor will split the land use data into new zones • Contractor will enter traffic count data for the model calibration • Contractor will revise the travel time functions based on the GPS data for the study area • Contractor will develop intersection delays based on the turning movement volumes and the signal timing data using Synchro • Contractor will calibrate turning movement volumes at 11 intersections in the Project Area • Contractor will calibrate the model based on the observed data • Contractor will review the results • Contractor will prepare a modeling report. Deliverables: Modeling Report and Calibrated Model for City of San Leandro Schedule: 8 weeks after receipt of `Notice to Proceed' Task 4 -Demand Forecasting • Contractor will forecast traffic conditions for year 2010 • Contractor will forecast traffic conditions for year 2030 • Contractor will review the results and modify as required • Reality check for Marina Boulevard Land Use Alternatives as directed by City Deliverables: Forecast of traffic to 2010 and 2030 throughout City of San Leandro (plots), and Assignments for 2005, 2010 and 2025 for Marina Boulevard Land Use Alternatives CSA-TJKM Page 4 of 17 Westgate Extension to Williams Street Project No. 03-144-39-003
