EXHIBIT A <br />SCOPE OF SERVICES <br />CITY OF SAN LEANDRO SHORELINE <br />MARSHLANDS <br />ONGOING BIOLOGICAL ASSESSMENT AND MANAGEMENT <br />SERVICES 2003 <br />The following scope of work for ongoing biological assessment and management services for <br />2003 was developed from tasks outlined in the Cordgrass Action Plan and the San Leandro <br />Shoreline Marshlands Operations Manual that were produced by Environmental Science <br />Associates (ESA) for the City of San Leandro in 2002. The text below identifies a total of five <br />tasks to be completed in the 2003-2004 fiscal year. The first involves an updated marshlands <br />assessment in order to ensure that priority actions developed in the Operations Manual are <br />currently applicable. Task 2 entails managing cordgrass control in North Marsh and assessing <br />cordgrass populations throughout the marshes. Task 3 includes facilitating the production of a <br />new aerial photograph of the marshlands and using GIS to compare current and past aerials to <br />assess changes in marsh vegetation and hydrology. Task 4 is a seasonal monitoring of the <br />marshlands tidegates to determine optimal tidegate maintenance procedures and procedural <br />timing. Finally, Task 5 includes a variety of on-call services that ESA has performed for the City <br />in the past, as well as new services as needed, on a time and materials basis. <br />A budget covering all tasks is included in this scope. <br />TASK 1: MARSHLANDS ASSESSMENT <br />Task 1 will be completed prior to initiating the other tasks outlined below. Under this <br />task we will conduct a marsh assessment in order to ensure that the priority tasks <br />identified in the Operations Manual and outlined above remain the highest priority tasks. <br />The assessment will include a reconnaissance survey of all marshes in order to identify <br />potential problems in marsh management that may have arisen since completion of the <br />Operations Manual. New priorities maybe identified during the assessment that were not <br />addressed in the Operations Manual and require high priority action. Under the <br />principles of adaptive management, the tasks in this scope may be re-prioritized so that <br />actions providing the most immediate benefit for marsh management can be <br />implemented. <br />San Leandro Shoreline Marshlands I Environmental Science Associates / 201205 <br />Ongoing Biological Assessment and Management Services Submittal Date: July, 2003 <br />
