Task 2 -Study Area Characteristics
2.1 -Groundwater Resources Summary
The existing groundwater resources of the project area will be defined using information
Kennedy/Jenks will obtain from EBMUD's Bayside (San Leandro/San Lorenzo) Groundwater
Project. The defined characteristics will include general information on groundwater basins in
the project area such as, extracted water quantities, natural and artificial recharge capabilities,
losses by evapotranspiration, extracted water quantities, total inflow and outflow of basins, and
safe yield of overdraft. The quality of ground water, as well as the quality of the surface water,
will be addressed as a part of this task. For the purpose of developing the budget for this task,
it is assumed that the relevant information above is readily available within EBMUD's Draft and
Final Environmental Impact Reports (DEIR/FEIR) and supporting documentation for the Bayside
Groundwater Project.
2.2- Land use and land use trends
We wi11 coordinate with City of San Leandro's Building and Development Services Department
to obtain current land use in the identified project area. The task will also include assessment of
the City's future population development projections for the project area.
2.3 -Beneficial Uses of Receiving Waters
Kennedy/Jenks assumes that sufficient information from the Water Quality Control Plan for the
San Francisco Bay Basin (Basin Plan) will be available to describe the degree of use of
receiving water and the portion of flow that is effluent in the receiving waters.
2.4 -Preparation of Report Chapter
The information collected and evaluated in this task will be used to prepare a draft chapter for
the Facilities Planning Report (Task 10). Figures describing the vicinity, study area boundaries,
topography, city boundaries, retail water supplier (EBMUD) boundaries, wastewater agency
boundaries, present and projected land use will be provided by the City as was done for the
Recycled Water Funding Plan.
Task 3 -Water Supply
3.1 -Collect and review existing information
Kennedy/Jenks will obtain information related to water supply from EBMUD, the local water
purveyor. The information necessary to complete the Facilities Planning Report chapter on
Water Supply Characteristics and Features is assumed to be available within EBMUD's 2000
Urban Water Management Plan; the DEIR/FEIR and supporting documentation for the Bayside
Groundwater Project; and the Facilities Plan and DEIR/FEIR for the East Bayshore Recycled
Water Project that have been prepared by EBMUD. This task includes up to 8 hours to make
telephone contact with EBMUD and obtain clarification to information in the documents
described above.
This chapter will include a discussion of available water supply sources for the project area,
major water supply facilities, capacities of the existing facilities, existing water supply flow and
fluctuation of the flow, quality of water supply, portion of the water supply flow that is effluent,
flow and fluctuation of the effluent, existing effluent facilities and capacity of the facilities, and
quality of the effluent.
Consulting Services Agreement between
City of San Leandro and Kennedy/Jenks Consultants--Exhibit A Page 2 of 8
