3.2 -Existing supply, facilities, and sources <br />Using the information obtained in 3.1 above, the report will include a: <br />• Description of existing water supply source quantity (flow and fluctuation of flow including <br />hydrologic information for EBMUD's Mokelumne River water supply); <br />• Description of facilities (water treatment plants, major transmission and storage) <br />including available estimates of when capacity for each facility will be reached; <br />• Description of costs of the sources (fixed and variable); subsidies and customer prices <br />for present and future sources. <br />• Analysis of water use trends and future demands. <br />3.3 -Groundwater Management <br />This section will address issues related to any potential groundwater management problems. It <br />is assumed that discussion of groundwater management in the San Leandro area has been <br />addressed in EBMUD's DEIR/FEIR and supporting documentation for the Bayside Groundwater <br />Project <br />3.4 -Water Supply Quality <br />Kennedy/Jenks will summarize information related to the quality of the water supply. This <br />discussion will be related to the quality of potential sources for additional supply, as well as <br />discussion of need for new water quality facilities to support the additional water supply. It is <br />assumed that there will be sufficient information in EBMUD's documents to complete these <br />discussions. <br />3.5 -Preparation of Report Chapter <br />The information collected and evaluated in this task will be used to prepare a draft chapter for <br />the Facilities Planning Report (Task 10). <br />Task 4 -Wastewater <br />4.1 -Existing Wastewater Facilities <br />A description of wastewater facilities will be prepared based on Kennedy/Jenks' knowledge of <br />San Leandro's water pollution control plant. This description will include information such as <br />facility capacities, existing flows, description of the treatment process and treatment schematic, <br />design criteria and plans for the new facilities, and hourly and seasonal flow fluctuations. <br />4.2 -Quality of the effluent <br />Existing effluent water quality will be evaluated. In addition, San Leandro pretreatment staff will <br />be interviewed and water quality data reviewed to identify potential sources of industrial and <br />other problem constituents and control measures being used to minimize the discharge of <br />problem constituents to the wastewater treatment facility. The effluent quality evaluation will <br />determine whether facility expansions are needed to bring effluent discharge into compliance <br />with current recycled water quality requirements. Analysis of quality needs of industrial and <br />other potential users will be included in this task. <br />Consulting Services Agreement between <br />City of San Leandro and KennedylJenks Consultants--Exhibit A Page 3 of 8 <br />
