Any city or county party to this agreement may elect to <br />waive the completion of the League of California Cities survey and ' <br />receive an allotment of three (3) hours per fiscal year for applica- <br />tion to any special service as defined in Section 11 of this agree- <br />meet, such hours shall not Lie cumulative.
