Attachment 2 <br />FINDINGS CONCERNING SIGNIFICANT IMPACTS AND MITIGATION <br />MEASURES <br />Pursuant to Public Resources Code section 21081 and CEQA Guidelines sections 15091 <br />and 15163(e), the City Council hereby makes the following findings with respect to the <br />potential for significant environmental impacts and means for mitigating those impacts. <br />Many of the supplemental impacts and mitigation measures in the following findings are <br />summarized rather than set forth in full. The text of the Draft and Final Supplemental <br />EIRs should be consulted for a complete description of the impacts and mitigations. <br />Findings pursuant to section 21081(c) relating to Project alternatives are made in <br />Attachment 3. <br />Section IILA -Land Use <br />Impact A5: Increased land use conflicts -Land use changes under the Draft General <br />Plan Update could displace long-time uses and increase potential conflicts between <br />established heavy industry and newer light industrial uses-or established commercial <br />uses and new residential uses in mixed use projects. Proposed General Plan policies may <br />not fully mitigate Impact AS to a level of insignificance. DEIR pp.IILA-I3-IILA-15. <br />Mitigation Measure A5.1: Study potential for creating nonconformities prior to rezoning <br />to mixed use categories in specified areas, and develop methods to relieve hardships <br />resulting from such rezoning. <br />Mitigation Measure A5.2: Study potential for creating nonconformities prior to rezoning <br />to light industrial category in specified areas, and develop methods to relieve hardships <br />resulting from such rezoning. <br />Findin.~. Changes or alterations have been required in, or incorporated into, the Project <br />that avoid or substantially lessen the significant effect identified in the EIR. <br />Rationale for Finding. The mitigation measure will reduce the potential for creation of <br />new land use conflicts by requiring the study of the potential for conflict prior to <br />rezoning. <br />Section IILB -Population and Housing <br />Impact B2: Jobs/Housing Imbalance -Business development policies under the Draft <br />General Plan Update could lead to growth in jobs that substantially exceeds housing <br />production, thereby exacerbating the existing imbalance between jobs and housing. <br />Because the Housing Element is not included in this Update, this impact is not fully <br />mitigated to a level of insignificance.
