kitchen and bath flooring, and resurfacing kitchen cabinets and countertops, smoke detectors, replacing or <br />repairing gas heaters, new paint, new window coverings, upgrading HVAC systems as needed for energy <br />efficiency and resident comfort, and minimal asbestos remediation where needed. <br />ii. Improvements will be made to the interior of the building as soon as possible; however, <br />work will begin no later than within one month of the closing of the State tax exempt bonds. The <br />improvements will be~completed within one year of commencement. <br />iii. Developer expects the interior rehabilitation for each apartment to be completed within <br />one day. If rehabilitation extends beyond one day or for any reason causes an apartment to be reasonably <br />unfit for occupation, tenants shall be provided with the option of staying in a hotel or another available unit <br />for the duration of the uninhabitable period as arranged and paid for by Developer. <br />b. Exterior Improvements <br />i. Improvements will be made to the exterior of the building as soon as possible; however, <br />work will begin no later than within one month of the closing of the State tax exempt bonds. The <br />improvements will be completed within one year of commencement. <br />ii. Exterior improvements will include a complete retrofit of all windows for energy efficiency <br />and may include installing metal frames to pop-out the flat windows. Developer will repair exterior stucco as <br />needed, paint the entire exterior including trim details to enhance and modernize the facade, bring guard- <br />railings up to code, install disabled-accessible concrete ramps into manager's office, laundry and some <br />ground-floor units and upgrade laundry room with stacking washer/dryer units. <br />iii. Particular focus will be given to a new facade treatment along Lewelling Boulevard. This <br />will consist of removal of old landscaping and installation of new landscaping, decorative trees and shrubs, <br />and a landscaped fence. (Exhibit A3.0) Architects are considering a metal frame to pop-out the flat windows <br />or may propose other comparable architectural elements to accentuate the building facade. Anew project <br />sign will be installed vertically along the Lewelling/Tropic Court corner of the building, and new lighting will <br />be installed to highlight the landscaping and the sign. <br />iv. The parking lot shall be resurfaced and re-striped with addition of a trash enclosure, <br />appropriate landscape and safety lighting <br />v. Developer shall add decorative landscape upgrades and exterior lighting along Tropic <br />Court in front of The Surf and the new Community Building and remove ivy and juniper bushes. <br />vi. Developer shall renovate and modemize the entrance to management office with <br />treatment appropriate to the building character such as metal sheathing, translucent surfacing and lighting. <br />vii. The interior courtyard shall be re-landscaped with removal of bare concrete as <br />necessary to make the space more useable. Landscaped screens or trellises will be installed to increase <br />the privacy of the units opening out onto the grounds. An age-appropriate children's play area will be <br />installed if desired by residents. <br />c. New Community Building (Exhibit A4) <br />
