i. The goal of the Community Building is to provide a setting for providing amenities and <br />services for residents of both the 92-unit Las Palmas Apartments and the 46-unit Surf Apartments. The <br />Community Building wil! offer an appropriate setting for services and activities which, depending on resident <br />needs and interest, could include a computer lab and classes, structured after-school and evening <br />programs for children and young adolescents, parties and social events, individual consultation regarding <br />personal finances and first-time homebuyer programs, social services such as drug and alcohol counseling, <br />services specifically targeted to single mothers such as referrals for childcare programs, and programs for <br />seniors. Specific programs will be planned and supervised by an in-house service coordinator who works <br />with tenants and social service agencies. The Community Building will provide an excellent day and <br />evening recreational space for youth and adults. <br />ii. The Community Building will be between 1,300 and 2,000 square-feet, and is anticipated <br />to include a meeting room/classroom, small kitchen, two disabled-accessible restrooms, storage space, <br />and an office for private consultation. The Community Building will be situated directly on Tropic Courtin <br />the parking lot between The Surf and Las Palmas, and will be disabled accessible. The Community <br />Building will be available for use of the Surf and Las Palmas tenants only, <br />Exhibits A1.0, A3.0, and A4 are attached to this Exhibit A and are considered conceptual only. <br />d. Miscellaneous <br />i. The construction budget is approximately $1,000,000. <br />ii. Developer will continue to work with the tenants and the City of San Leandro to assure <br />the Surf has the appropriate amenities for children. <br />iii. Developer will provide to the City copies of all inspections, audits, and other reports <br />required by third parties within one month of receipt by Developer. <br />iv. Developer shall assist the City in conducting safety and building inspections annually or <br />as otherwise agreed upon by the City and the Developer. Developer shall also assist the City with all <br />reporting requirements triggered by the subject loans. <br />v. Within one week of closing, Developer shall contact the tenants to discuss plans for <br />renovation, to solicit suggestions for improvements and to explain the income eligibility criteria and the <br />process far qualifying. Contact with the tenants shall take place through group meetings and individual <br />contact. Developer will make every effort to insure each tenant is well informed of his or her options. <br />vi. Developer will make-every effort to qualify existing tenants as income-eligible according <br />to the regulations of the California Tax Credit Allocation Committee (TCAC). Existing households who do <br />not qualify for the TCAC program will be given at least one hundred twenty (120) days' notice of any rent <br />increase, but at no time will any rent increase violate the City of San Leandro rent ordinance, which <br />currently limits increases in rents to no more than $75.00 per month per year. Within six months of the <br />close of escrow, Developer shall provide the Community Development Director with a schedule of proposed <br />rents and increases, if any, and the percentage breakdown of affordable and market rate units. <br />
