All employees in the unit who have not authorized an <br />Union dues deduction shall within the thirty (30) <br />day period following notification of their <br />obligation under this agreement execute an <br />authorization for the payroll deduction of one of <br />the following: (1) Union dues; (2) an agency fee in <br />an amount not to exceed the standard initiation fee, <br />periodic dues, and general assessments of the <br />organization; or (3) if he/she qualifies, a charity <br />fee equal to the agency fee to a tax-exempt <br />charitable organization that has been agreed to. <br />To qualify for the designated charity fee deduction, <br />an employee must certify to the Union that he/she is <br />a member of a bona fide religion, body or sect which <br />has historically held conscientious objections to <br />joining or. financially supporting public employee <br />organizations. <br />Such exempt unit employees will be required to <br />submit to the Union a notarized letter certifying <br />that person's membership in such a religion, body or <br />sect, signed by an official of the bona fide <br />religion, body or sect. <br />If an employee fails to authorize one of the <br />deductions, the City will deduct the agency fee <br />amount from the employee's paycheck. <br />2. Forfeiture of Deductions <br />If the balance of an employee's wages, after all <br />other involuntary and insurance premium deductions <br />are made in any one pay period, is not sufficient to <br />pay deductions by this article, no such deductions <br />shall be made for that period. <br />3. Financial Documentation <br />a) The Union shall, within sixty (60) days after <br />the end of each fiscal year, make available to <br />the City financial documentation, which shall <br />meet the requirements of Government Code <br />section 3502.2. <br />b) The City agrees to provide the Union the name, <br />department, class, and payroll deduction status <br />of all unit employees on a monthly basis. <br />3 <br />
