DRAFT MINUTES <br /> Page 4 <br />City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro <br />July 20, 2009 <br />Redevelopment Agency Joint Meeting <br /> <br /> <br />approved by the Planning Commission on July 9, 2009; Applicant: Westlake <br />Development Partners, LLC; APN 075-0039-007-05. <br /> <br />This being the time and place for the Public Hearing on the above matter, Mr. Hollister <br />provided background on the matter, and introduced Senior Planner Phil Millenbah. Mr. <br />Millenbah gave additional information on the proposed project, and the recommendation <br />by staff. <br /> <br />Lydia Tan, representing the developer, Westlake Development, gave a short PowerPoint <br />presentation, providing additional details on the proposed Cornerstone project, which is <br />part of the San Leandro Crossings development. Tom Cox, the project architect, <br />presented the architectural features of the project, which community input helped to <br />shape. <br /> <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br /> <br />Councilmember Prola congratulated Ms. Tan and Mr. Cox for the project design. He <br />mentioned a letter from Urban Habitat to the Council, stating their hope that the <br />developer would use union and local workers on the project whenever possible. <br /> <br />Councilmember Gregory commented on the long history of the project, and the ability to <br />see it through to completion amidst key personnel changes. He noted that it was a <br />collaborative effort involving a number of non-profits and the Building Trades Council. <br /> <br />Councilmember Souza applauded the efforts of all those who worked on the project, and <br />she commented on the importance of the extensive community involvement. <br /> <br />Mayor Santos conveyed concerns from Father Vasser of St. Leanders regarding the <br />impact from construction noise on the church and school. <br /> <br />Councilmember Stephens expressed his appreciation for the presentation. He pointed to <br />the many construction projects underway in the city, and commented that San Leandro is <br />entering a new era. <br /> <br /> Minute Order No. 2009-036 <br />, Motion Certifying a Mitigated Negative <br />Declaration and Associated Mitigation Monitoring Program for PLN2008-00030 <br />as Complete and in Compliance with the California Environmental Quality Act <br />(CEQA) at 1400 San Leandro Boulevard, APN 075-0039-007-05; Westlake <br />Development Partners, LLC (Applicant).
