Ken and Uche asked for Council's opinion on which alternative to implement. Mayor <br />Santos asked if the public is or has been made aware of the proposed changes, to which <br />Uche answered that no public meeting is scheduled at this time. <br />Councilmember Souza expressed that she would not be opposed to improving the <br />intersection, but is concerned about the public's reaction. Mayor Santos referenced the <br />Beatrice and Washington project incident and said that we should use that as a guideline <br />of what not to do. Before expressing his decision, Mayor Santos wants to hear what the <br />public says. All Committee members expressed a preference for Alternative 4 but also <br />strongly indicated a need for a public process. <br />4. Discussion Regarding Driveway Program <br />Uche briefly described the purpose of the Driveway Program when it was put into place. <br />However, for the last two years, no funds have been available, nor have there been <br />requests from property owners to have their driveways repaired. As a result, Uche asked <br />Mayor Santos and Councilmembers Souza and Reed to agree to formally eliminate the <br />program. <br />Mayor Santos expressed his disapproval by saying he didn't want the program <br />eliminated. In agreement, Councilmember Souza does not want the program eliminated <br />and is fully supportive of seeking out and attaining funds. The suggestion was made to <br />re-establish the program once funds become available, but not eliminate the program <br />completely. Councilmember Souza asked that the Engineering staff look into the <br />Ordinance's funding section to add the phase "as funds are available". <br />5. Discussion Regarding Flex Shuttle Funding <br />Joann Oliver talked about the current funding situation regarding the Flex Shuttle and <br />how it impacts service and fees to the users. Joann explained that the service was being <br />operated on "carry-over" money that has been stretched over five years, which is <br />exhausted and the grant does not fund the current level of service. <br />Joann presented two options for obtaining funds: Option 1: use stabilization and one- <br />time use of Measure B funds; and Option 2: modify the program now to reduce the grant <br />level. <br />Uche expressed his concern about to the use of Measure B Street and Roads funds for the <br />Flex Shuttle. Uche explained that currently the Gas Tax fund staffs the Public Works' <br />striping and pothole program. In the event the State claims that fund, the Measure B <br />Street and Roads fund will supplement the Gas Tax fund, thereby keeping the Public <br />Works striping and pothole program in place. <br />Mayor Santos gave his perspective on Measure B, adding that he sits on the ACTIA <br />board. He spoke to Christine Monsen, ACTIA staff regarding the paratransit deficit. <br />Mayor Santos said that a minimum Service Level Grant was approved by ACTIA for San <br />Leandro. Mayor Santos advised Joann to apply to ACTIA for Stabilization funds to help <br />make up the deficit. <br />
