MINUTES Page 11 <br />City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro <br />Redevelopment Agency Joint Meeting~Tuly 20, 2009 <br />Mayor Santos commented that the Flex Shuttle has only been in operation for a few <br />years, and the service was expanded since its inception from three days per week to five. <br />A motion was made by Councilmember Starosciak, seconded by Councilmember Reed, <br />to approve Option #1, as recommended by the Facilities and Transportation Committee. <br />Councilmember Stephens commented that in the coming year, the City will be required <br />to make more budget reductions. He added that he could not support taking funding <br />from streets and roads to support the Shuttle program. <br />Councilmember Gregory indicated a preference for Option #2, and for reigning in the <br />program spending. He commented that these are reductions we can live with. <br />The Council discussed whether the motion would allow the City to consider a loan from <br />ACTIA. City Attorney Jayne Williams suggested that the Council could incorporate it <br />into the motion. Vice Mayor Starosciak, the maker of the motion, indicated that she <br />would prefer to leave the motion as it stands, and have a future Council discussion if the <br />City Manager determines that an ACTIA loan would be an appropriate option. <br />Mayor Santos stated that although he would support the motion, he wanted to be sure <br />that the Council understood that it was aone-time fix, and the program would be facing <br />a $98,000 budget cut next fiscal year. <br />• Minute Order No. 2009-037, Motion Authorizing the One-Time Use of Local <br />Street and Road Funds up to $66,000 to Fund the FLEX Shuttle Service for FY <br />2009-10 Without Service Reduction or Fee Increase and Authorizing the City <br />Manager to Identify and Use Other Appropriate Funds to Reduce the Use of Local <br />Street and Road Funds if Possible. (2121) <br />The City Council authorized the one-time use of Local Street and Road <br />Funds up to $66,000 to fund the FLEX Shuttle service for FY 2009-10 <br />without service reduction or fee increase and authorized the City Manager to <br />identify and use other appropriate funds to reduce the use of Local Street <br />and Road Funds if possible. <br />M/S/C Starosciak and Reed.
