FY2008-2009 CAPER -4- September 21, 2009 <br />^ Two (2) sessions for two (2) tenants or potential hornebuyers; and <br />^ Ten (10) general presentations for ninety-two (92) persons. <br />• ECHO conducts random and targeted audits to gauge the level of discrimination in the <br />rental housing market. ECHO conducted fifteen (15) targeted fair housing audits to <br />gauge the level of discrimination of specific protected classes. These were paired audits <br />that were designed to measure the level of discrimination based on source of income. <br />The fair housing staff produced the analyzed data in an audit report, which will be <br />published in September 2009. <br />Priority: Maintain and improve the current capacity of the housing and shelter system, <br />expanding transitional and permanent supportive housing, and providing services to <br />homeless individuals and families, including integrated health care, employment services <br />and other supportive services. <br />• Building Futures with Women and Children (BFWC) -San Leandro Shelter <br />The City funded BFWC with CDBG funds to provide supportive services to homeless families at <br />its emergency shelter, known as the San Leandro Shelter. BFWC provided emergency shelter <br />and support services, which included 11,216 bed nights, for 232 San Leandro homeless women <br />and children (155 women and 77 children) in crisis. One hundred and thirty-eight (138) of these <br />women received one-on-one case management support services. Sixty-seven (67) of the <br />seventy-two (72) women, or 93%, who exited after staying 30 days or more, addressed two or <br />more of the specific barriers they faced to achieving safe and stable housing. Fifty-one (51) of <br />seventy-two (72) women, or 71 %, left with safe, stable housing. In addition, the shelter offered <br />sixteen (16) parenting support groups, forty-five (45) domestic violence education groups, and <br />107 enriching and developmentally appropriate children's programs. <br />• Davis Street Family Resource Center (DSFRC) <br />The City also funded DSFRC with CDBG funds to provide supportive services to homeless <br />persons. DSFRC provided an array of basic services for 239 homeless people. Homeless <br />persons received various services, including a week's worth of groceries, clothing and household <br />items, PG&E utility assistance, nutrition & health education, and life skills training. DSFRC also <br />provided these clients with information and referral to rental assistance and shelter services, <br />employment support services, internal linkages to counseling and childcare, free acute medical <br />and dental care, and enrollment and referrals to affordable health care plans. <br />In addition, DSFRC works closely with April Showers, the voluntary homeless program of the <br />Interfaith Homelessness Network of San Leandro operated by a consortium often (10) churches. <br />In FY 2008-09, April Showers provided twenty-eight (28) "showers" serving 2,205 homeless <br />individuals, including 283 individuals who received "lunch only." This is 526 more individuals <br />than last year. The average number of guests per "shower" also increased to seventy-nine (79) <br />compared to last year's fifty-eight (58) guests. Moreover, laundry vouchers were provided to <br />1,684 individuals. <br />Priority: Increase and expand activities designed to prevent those currently housed from <br />becoming homeless. <br />• Rental Assistance Program <br />Through ECHO's Rental Assistance Program funded through the City's General Fund, seven (7) <br />families were given rental assistance (such as payments for delinquent rent or security deposits) <br />
