MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~eptember 8, 2009 <br />(LPA) for BRT, which will involve several public outreach meetings in the coming <br />months, and will ultimately be approved by the Council. Vice Mayor Starosciak <br />reported on the Alameda County Congestion Management Agency (ACCMA) and its <br />discussion regarding the Local Alternative Transportation Improvement Program <br />(LATIP). She gave kudos to City staff for their efforts to get San Leandro projects <br />positioned in the top half of the LATIP priorities list for funding. <br />Councilmember Prola attended a meeting of the Alameda County Mosquito Abatement <br />District Board. He reported on the District's flyovers to detect neglected swimming <br />pools in the Tri-Valley area, and gave an update on the spread of West Nile Virus. <br />Councilmember Souza. attended a meeting of the Associated Community Action <br />Program (ACAP) Governing Board. The Board discussed a program similar to BETA <br />(Bayfair Employment Training Academy), which will be established in Newark. <br />Councilmember Souza reported that she forwarded information on ACAP's recent <br />unfavorable audit to City Attorney Williams. <br />Mayor Santos reported on strategic planning processes by StopWaste.org and East Bay <br />Economic Development Alliance (EDAB), anal discussions regarding a merger of the <br />Alameda County Transportatiarl hmprovement Authority (ACTIA) and ACCMA. <br />Mayor Santos reported on a draft report from the Water Task Force, which should be <br />adopted at the League of California Cities' Annual Conference. <br />B. Reports on Conferences and Seminars <br />None. <br />C. Reports on City Council Committees <br />1. Facilities and Transportation Committee Meeting of July 14, 2009. Accepted as <br />submitted. <br />Councilmember Prola commented on the MacArthur Boulevard Phase II design <br />alternatives, expressing his concurrence with the Committee and stating his <br />preference for Alternative 4. <br />Mayor Santos commented on a call he received from a resident on the west side of <br />I-580, expressing concern that no sound wall is being built on that side of the <br />freeway. Mr. Hollister indicated that Engineering and Transportation staff will <br />respond to the resident. <br />2. Finance Committee Meeting of July 21, 2009. Accepted as submitted. <br />Recommendation for City Council Consideration: <br />a. Schedule approval of Final Year End Budget Adjustments for FY 2008-09. <br />
