• Eliminate Barriers to Affordable Housing <br />• The Housing Element of the General Plan identifies barriers to affordable housing and <br />establishes "Goal 58: Elimination of Housing Constraints", which identifies policies and <br />actions with implementation strategies to eliminate barriers. These policies include <br />amending zoning regulations, streamlining permitting procedures, evaluating <br />development fees, providing acustomer-friendly environment, resolving design issues, <br />and correcting infrastructure deficiencies and soil contamination. The City submitted the <br />administrative draft of its Housing Element Update to the State Housing & Community <br />Development Department (State HCD) on June 30, 2009. City staff are awaiting <br />comments from State HCD as well as the public. <br />• The City, the other six (6) HOME Consortium (HOME TAC) jurisdictions, and the <br />County of Alameda HCD have contracted with Bay Area Economics (BAE) to prepare <br />and produce the Regional Analysis of Impediments to Fair Housing Choice (AI) for the <br />Alameda County HOME Consortium. The AI Start-Up Meeting was held on June ll, <br />2009. The draft AI is anticipated to be completed in Fall 2009. <br />• The City translated affordable housing programs/services brochures (i.e., First-Time <br />Homebuyer Program brochure, Inclusionary Housing Ownership Program, Housing <br />Rehabilitation Program, Rent Review Program, and tenant resources information) into <br />Chinese and Spanish. <br />Actions Taken to Overcome Gaps in Institutional Structure and Enhance <br />Coordination <br />The City coordinates with other City departments, social service agencies, other cities, and the <br />County of Alameda to enhance the delivery of services and housing through the Continuum of <br />Care Council. The City subcontracted with nineteen (19) non-profit agencies to provide social <br />service and economic development programs (using both CDBG and General Fund monies). In <br />addition, the City participates in the HOME Consortium (HOME TAC) with six (6) other cities <br />and the County of Alameda. The City supports the Housing Authority of Alameda County to <br />operate the Section 8 Rental Assistance Program within San Leandro. The City supports the <br />Alameda County Continuum of Care Council and participates in meetings regularly to enhance <br />coordination with other jurisdictions and countywide social service agencies. Additionally, the <br />City worked closely with the Alameda County Housing and Community Development <br />Department to adopt and provide support for its Alameda Countywide Everyone Home Plan to <br />end chronic homelessness. <br />Actions Taken to Improve Public Housing and Residential Initiatives <br />San Leandro has no public housing. The Housing Authority of Alameda County (RAGA), which <br />also has no public housing sites in San Leandro, administers the Section 8 voucher and Shelter <br />Plus Care certificate programs for the City.
