MINUTES Page 7 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 21, 2009 11. CITY COUNCIL REPORTS A. Reports on Intergovernmental Agencies Councilmember Prola reported on the September 9th meeting of the Alameda County Mosquito Abatement District Board. The first positive mosquito pool was found in the Livermore area; however, there has been an overall decline in West Nile Virus activity, as well as an overall decline in mosquito activity. Councilmember Prola also reported on the September 17~' AC Transit meeting held at Bayfair Center regarding the proposed bus route changes. Councihnember Gregory reported on a meeting of the Alameda County Fire Commission. The Commission received reports on the cost of fighting wildfires this season; the new Fire Department headquarters; the department's strategic plan; and the possible merger with Union City and Newark. Councihnember Gregory reported that Chief Gilbert has been selected as head of Fire Mutual Aid for Region II of the California Office of Emergency Services. Mayor Santos reported on the Water Task Force meeting held during the League of California Cities Annual Conference in San Jose. The Task Force is concluding its work, and should have a draft report completed by next month. B. Reports on Conferences and Seminars Councilmember Souza reported that she attended the League of California Cities Annual Conference. She attended sessions on "The Role of the City Council in Litigation" and Chula Vista's abandoned residential property program, and visited a booth of a group called "Got Your Bag" that works with cities to reduce, reuse and recycle bags. Councilmember Souza was the City's voting delegate, and she commented that the voting process was quick. Vice Mayor Starosciak also attended the League Annual Conference, and she reported on the keynote speech, entitled, "Transforming Cities Using Social Media." She cited examples of how other cities are utilizing various social technologies, such as Twitter and Facebook, to engage the community. Vice Mayor Starosciak commented on the City of Chula Vista's presentation about the many things they are doing to promote a healthy and active community. She asked a question about a dog park that spawned a lot of conversation. Vice Mayor Starosciak passed on a brochure about the Emeryville Center of Community Life, which is a planned K-121earning community that will also function as an afterschool and weekend education community center. She reported that she was elected as a board member for the East Bay Division. C. Reports on City Council Committees 1. Airport Committee Meeting of September 4, 2009. Accepted as submitted.
