IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO.2009- <br />RESOLUTION DECLARING A LOCAL EMERGENCY WITHIN THE <br />CITY OF SAN LEANDRO DUE TO THE THREAT TO THE PUBLIC HEALTH FROM THE <br />H1N1 INFLUENZA VIRUS <br />WHEREAS, the World Health Organization has raised the pandemic alert for the H1N1 <br />Influenza Virus to phase 6, an indicator of global, community-level infection; and <br />WHEREAS, the Secretary of the United States Department of Health and Human <br />Services declared a nationwide public health emergency as a consequence of confirmed of cases <br />of H1N1 Influenza in the United States: and <br />WHEREAS, the State of Emergency Proclaimed by the Governor on Apri128, 2009 <br />continues to exist, and it essential in order to mitigate the effects of that emergency to issue <br />orders to facilitate emergency response; and <br />WHEREAS, the Governor issued Executive Order 5-22-09 on October 6, 2009 to support <br />and facilitate California's aggressive approach to addressing the spread of the H1N1 flu virus <br />and the Emergency Services Act also requires local jurisdictions to declare a local emergency in <br />order to be eligible for California Disaster Assistance Act funds; and <br />WHEREAS, on October 27, 2009, the Alameda County Board of Supervisors proclaimed <br />that a local emergency now exists throughout Alameda County; and <br />WHEREAS, the California State Public Health Department reports more than 4,800 <br />H1N1-related hospitalizations and 266 deaths in California; and <br />WHEREAS, the H1N1 Influenza strain disproportionately affects younger persons and <br />pregnant women; and <br />WHEREAS, public and private schools within San Leandro have resumed classes for the <br />fall semester; and <br />WHEREAS, the fall and winter seasons of colder weather during which influenza is more <br />easily spread are approaching; and <br />WHEREAS, vaccines have been developed to provide immunity against H1N1 infection; <br />and <br />
