Attachment <br />San Leandro Crossings <br />Memorandum <br />To: Keith Cooke & Nick Thom <br />From: Art May <br />Date: November 30, 2009 <br />Project: San Leandro Crossings -VTM 8010 <br />Subject: Request for Phased Final Maps <br />Pursuant to our conversation and the plans submitted to the City, we are requesting a <br />phased final rnap approval process for the Westlake's Martinez Street property approved as <br />VTM 8010 by the City Council on March 2, 2009. With the initia124 month term and the <br />AB 333 24 month extension, the current expiration date is March 2, 2013. This request is <br />being made based on the fact that the projects will be developed in various stages spanning <br />several years. The proposed phasing would be as follows: <br />First Final Map Phase <br />• Create Final Map for Lots 1 & 2. <br />• Create residual southern lot, but reserve rights to record final map creating Lot 3 <br />and Lot 4. <br />• Submit improvement plans noting phasing (see attached improvement phasing <br />plan) <br />• Submit rnap on or around December 2009 <br />• Phase I public improvements to start on or around February 2010 which include <br />pedestrian and street improvements along Parrott Street and through the BART <br />station (i.e. not adjacent to the property) plus The Alameda's contribution to the <br />new street signal at San Leandro Blvd. and Parrott Street. The total cost for the <br />pedestrian and street improvement is estimated to be approximately $151,000 and <br />The Alameda's contribution toward the new street signal is estimated at <br />approximately $64,000. Thus the total work will exceed $178,000 in 2005 dollars <br />and be funded by Prop 1 C funds. <br />• Filing of Final Map grants 36 month extension to existing VTM from previous <br />expiration date <br />Second Final Map Phase <br />• Create Final Maps for Lot 3 and Lot 4 from residual southern lot <br />• Submit rnap on or around June 2010 (following BART agreements) <br />• Public improvements start on or around October 2010 <br />By incorporating phased final maps, The Alameda development can proceed without delay <br />followed by the Replacement Parking Garage (once the BART and HCD transactions are <br />fmalized). As discussed with staff, Westlake will request a Development Agreement at a <br />later time on Lot 1 in order to extend those rights in fitting with San Leandro Crossings' <br />proposed phased development plan. <br />
