Hollister <br />City Manager <br />~5artment <br />Services Manag <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION APPROVING VARIOUS EASEMENTS REQUIRED FOR THE SANITARY <br />SEWER PIPELINE REPLACEMENT PROJECT 2007-08, PROJECT NO. 07-593-52-211. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of easements over a segment of four residential properties for the <br />Sanitary Sewer Pipeline Replacement project. <br />BACKGROUND <br />In 1995, the City of San Leandro (City) completed the comprehensive Sanitary Sewer Master <br />Plan (Master Plan), which identified sanitary sewer system deficiencies throughout the city. <br />Sewer investigations and inspections completed in recent years have identified additional <br />deficiencies in the City's sanitary sewer system. Utilizing the information from the Master Plan <br />and the investigation inspections, staff compiled and categorized a list of sewer projects to be <br />completed. Sewer mains are located both in the public right-of--way and on private property. <br />Sewers on private property present a number of property rights issues, which can take time to <br />address. Therefore, this project consists of two phases. Phase I, which has been completed, <br />addressed sewers located in the public right-of--way. Phase II, the focus of this action, will <br />address sewers located on private property. <br />Analysis <br />When the current residences in these neighborhoods were built, the sewer mains were located in <br />the back yards. Unfortunately, no easements were granted to the City to maintain these lines. <br />Currently, City workers must obtain the owner's permission to access each yard when <br />maintenance is needed. The only equipment that can be used for the work is the small hand tools <br />the workers can carry with them to the back yards. In addition, the View Drive sewer is located <br />on a steep hill side, and in the past, workers have suffered injuries accessing the sewer lines in <br />this rough terrain. <br />
