Hollister <br />City Manager <br />RESOLUTION APPROVING PROGRAM SUPPLEMENT AGREEMENT NO. 016-N TO <br />ADMINISTERING AGENCY-STATE AGREEMENT NO. 04-5041R TO ACCEPT FEDERAL <br />FUNDS FOR THE SPRINGLAKE DRIVE ROAD REHABILITATION, PROJECT NO. 150- <br />38-318, FEDERAL-AID PROJECT NO. ESPL-5041 (034). <br />This project will use the State's share of the funds made available through the American <br />Recovery and Reinvestment Act of 2009 (ARRA) to reconstruct the pavement section on <br />Springlake Drive from Washington Avenue to the Alameda County Flood Control District <br />(ACFCD) channel. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a resolution authorizing the City Manager to execute the Program <br />Supplement Agreement that accepts federal funding and obligates the City to complete the <br />project. <br />BACKGROUND <br />In February 2009, the United States Congress passed the American Recovery and Reinvestment <br />Act of 2009. The purpose of the ARRA is to stimulate the U.S. economy through federal tax <br />cuts, expansion of unemployment benefits, and spending in education, health care, and <br />infrastructure, amongst others. <br />On March 27, 2009, the State of California passed Assembly Bill X3 20 (ABX3 20), which <br />prescribes how the State's share of the funds made available through the ARRA will be <br />distributed for Local Streets and Roads (LSR) System Preservation projects. The distribution <br />formula used for the State ARRA funds provided the City with $350,000 in State ARRA funding <br />for the subject project. <br />
