Springlake Drive Road Rehab <br />Program. Suppl. No. 016-N 2 December 21, 2009 <br />State ARRA funding can be used for the construction phase of roadway rehabilitation projects on <br />streets eligible for federal funding. Springlake Drive from Washington Avenue to the ACFCD <br />channel met the selection criteria for rehabilitation using State ARRA funds. This section of <br />Springlake Drive was originally built in 1959 and was selected based on the last City's Pavement <br />Management System inspection performed in December 2008. <br />Analysis <br />In June 2009, staff submitted an application for State ARRA funding to reconstruct Springlake <br />Drive. The project was deemed a National Environmental Policy Act (NEPA) Categorical <br />Exclusion by Caltrans and was allowed to move forward. The Authorization to Proceed with <br />Construction (E-76) was issued on September 24, 2009 with a funding amount of $350,000. <br />In addition to the work mentioned above, this project will also replace outdated curb ramps along <br />the rehabilitated street segments to meet current Americans with Disabilities Act (ADA) <br />standards. Work will also include the repair of damaged sidewalk, curb and gutter adjacent to <br />the project area. <br />Construction is expected to be completed in late Spring 2010. Upon the City Council <br />authorizing the City Manager to execute Program Supplement Agreement No. 016-N to <br />Administering Agency-State Agreement No. 04-5041R, the Local Assistance staff will proceed <br />to make funds available for the construction phase of the project. <br />Current City Council Polio <br />Regular maintenance of city streets to ensure safe and efficient operation. <br />Previous City Council Action(s) <br />• On June 1 S, 2009, by Resolution No. 2009-08'7, City Council authorized the filing of an <br />application for State ARRA funding and assuring completion of the project <br />• On June 15, 2009, by Resolution No. 2009-088, City Council authorized the City Manager to <br />appropriate $350,000 of Federal ARRA grant funds towards construction of the subject <br />project <br />• On June 15, 2009, by Resolution No. 2009-089, City Council authorized the City Manager to <br />advertise and award the ARRA funded Springlake Drive Road Rehabilitation Project <br />Applicable General Plan Policy <br />Goal 16 -Measures to improve traffic circulation in and around the city. <br />
