Hollister, City Manager <br />FROM: Luke Sims; Community Development Director~l <br />BY: Sally Barros, Senior Planner <br />RE: Revision to the proposed Climate Action Plan <br />Staff requests that the City Council review and approve the attached revisions to the Climate Action <br />Plan to address a minor editing error and to respond to community concerns regarding two policy <br />proposals in the document. <br />Revision 1: Add "residential" to the nolicv for mandatory Qreen building ordinance (Page 25) <br />The text of the original policy omitted residential projects. The discussion in the narrative of the <br />report mentions both residential and non-residential projects and the green building checklists also <br />include the residential-only Green Point Rated protocol, so the intention was always to include <br />residential. In addition, the consultants had run the cost-benefit analysis based on both residential <br />and non-residential policies. The slight rewording of the text clarifies the threshold that would be <br />applicable to the non-residential projects. <br />Remove: <br />^ Establish mandatory green building ordinance for private new construction. Require <br />new commercial/industrial building projects over 10,000 sq ft. to achieve a minimum point <br />level on an appropriate green building checklist such as GreenPoint Rated, LEED, or <br />California's Green Building Code. <br />Replace with: <br />^ Establish mandatory green building ordinance for private new construction. While the Climate Action Plan is a list of recommended actions and any policy <br />such as RECD or CECO would require separate action as an ordinance by City Council, staff <br />recommends that the RECD and CECO policies be replaced by a policy that includes broader <br />language that specifies working with the local stakeholders (owners, real estate sector and energy <br />
