Task 1: Review Goals, Policies and Programs <br />Consultant will review existing bicycle and pedestrian goals, policies and programs for the City <br />of San Leandro as described in the City's General Plan, the East 14th Street South Area Strategy, <br />the MacArthur Boulevard Streetscape Study, the Estudillo Avenue Streetscape BART Plan, the <br />Marina Connections Plan, the Downtown San Leandro TOD Strategy, and the Bay Fair BART <br />Station Area Improvement Plan. In addition, the team will review relevant county and regional <br />documents that may apply to this effort such as the Regional Bicycle Plan for the San Francisco <br />Bay Area, Pedestrian Districts Study for MTC, Alameda Countywide Bicycle Plan, Alameda <br />County Bicycle Master Plan for Unincorporated Areas, Alameda Countywide Strategic <br />Pedestrian Plan, East Bay Greenway study, UPRR Corridor Improvement Study, City of <br />Oakland Bicycle Master Plan, Oakland Pedestrian Master Plan, and City of Hayward Bicycle <br />Master Plan. These documents will be reviewed for consistency with the plan update, to identify <br />potential new goals, policies and programs for inclusion, and to ensure that the proposed <br />networks will correspond to those identified by the region, county, and neighboring jurisdictions. <br />Deliverable: Tech Memo 1 describing the recommended goals, policies, and programs to be <br />included in the plan update <br />Task 2: Update Background Data and Existing Conditions <br />For Task 2, Consultant will review and update sections of the 2004 Plan adding what information <br />and discussions are needed to meet the requirements for BTA funding as well as the <br />requirements for other funding sources. The list of BTA requirements is included for reference in <br />the Appendix of this proposal. Where appropriate, the BTA section is referenced to appropriate <br />work items in the proposal. Task 2 will include the following: <br />Summary of relevant policy documents from Task 1; <br />Field audit of bicycle facilities (BTA item c) -Consultant will conduct a field survey of <br />existing and proposed on-street bikeways (bike lanes and bike routes) as well as off-street <br />paths and shared-use trail crossings at roadways. During the review, conducted primarily <br />by bicycle, the condition of existing facilities will be assessed, suitability of existing and <br />proposed facilities for inclusion in the network will be determined, and potential more <br />appropriate alternatives to the network in the 2004 Plan will be identified. Surveyors will <br />describe each bikeway by length and type of facility (path, lane or route), roadway <br />geometry, posted speed, traffic volumes (if available from the city), adjacent land uses, <br />attractors, pavement condition and traffic controls. Substandard facilities and the cause <br />for the deficiencies (i.e. design, installation or maintenance) will be documented. <br />Consultant will also catalog the types of bikeway signage and pavement markings <br />currently in use. Hazards and barriers to bicycle travel will be identified. Information <br />about roadway width will be taken from city documents or on-line aerial photo resources. <br />As appropriate, the location of these items will be mapped. <br />This information will be compiled in a Bikeway Database using Microsoft Access. This <br />database will provide easy access to information about the included bikeways and will be <br />used in later tasks to estimate improvement costs and prioritize projects.
