and Pedestrian Master Plan Update is completed, the Bikeway Database can be used to <br />manage bikeway improvements and simplify the task of keeping bikeway data updated. <br />In addition, the Database can be linked to GIS to create accurate and up-to-date maps of <br />existing and future bikeway projects. A Bikeway Database was prepared as part of the <br />Oakland Bicycle Master Plan Update and has been used with great success in managing <br />bikeway projects and identifying segments that can be easily implemented or <br />implemented in conjunction with other roadway projects such as repaving. <br />Field audit of pedestrian improvement areas -The pedestrian improvement areas <br />identified in the 2004 Plan will be reviewed to identify what improvements have occurred <br />since the last plan was completed and to assess the additional improvements that are <br />needed. Additional areas that are being considered for inclusion in the plan update will <br />also be reviewed. Description of the pedestrian improvement areas will be compiled <br />including sidewalk details, location of gaps or obstructions, crosswalk treatments, traffic <br />controls, lighting, signage, adjacent land uses, pedestrian seating and presence or absence <br />of buffers (planting strips, parked cars) from street traffic. <br />• Existing and future bikeways in neighboring communities - A description and map, if <br />appropriate, of existing and proposed bikeways in adjacent communities will be compiled <br />including those identified in Oakland, Hayward, and communities of San Lorenzo, Castro <br />Valley and Ashland. Particular attention will be paid to regional and countywide routes to <br />and through San Leandro. <br />• Review of bicycle parkinglshowers/lockers (BTA items d & f) -During the field review, <br />the location of bicycle parking with description of type (Class 1 lockers and Class 2 <br />racks) will be noted. A map and description of existing bicycle parking and facilities for <br />showering, changing and clothing storage and equipment will be compiled from review <br />of relevant documents, field review and input from city staff and others. Special attention <br />will be paid to identifying bicycle parking at transit centers and other attractors. <br />Existing and proposed land use/attractors (BTA item b) -Through review of relevant <br />plans, maps, field review and input from city staff, Consultant will describe and map the <br />locations of existing and potential bicycle and pedestrian traffic attractors in the City of <br />San Leandro and adjacent communities that may attract San Leandro residents. Attractors <br />or trip destinations might include schools, government buildings, business and shopping <br />centers, major employers, and recreational and special event facilities. <br />• Existing and proposed connections to other modes (BTA item e) -Consultant will <br />document transit services provided by BART and AC Transit to/from and within the City <br />of San Leandro looking for opportunities to improve the access for bicycling and walking <br />to buses, BART, park-and-ride lots, and car share installations. Bicycle parking at key <br />transit connections will also be considered. <br />• Review bicycle and pedestrian education, safety, promotion and enforcement programs <br />(BTA item g) -The City will provide an updated description of the bicycle and <br />pedestrian safety programs implemented in the City. If needed to supplement this <br />information, Consultant will contact school districts, community organizations, cycling <br />clubs, the East Bay Bicycle Coalition, and law enforcement agencies in San Leandro and <br />Consulting Services Agreement between PROJECT N0. 144-36-292 <br />City of San Leandro and Wilbur Smiths Associates--Exhibit A Page 16 <br />
