Alameda County to update the bicycle and pedestrian safety and education programs <br />described in the 2004 Plan and currently available in the city and county. Law <br />enforcement efforts to enforce provisions of the Vehicle Code pertaining to bicycle <br />operation and bicycle licensing will be investigated. These programs will be described, <br />including program agendas and contact information. Existing programs to promote and <br />advertise bicycle use from bike-to-work day activities, employer-sponsored cycling <br />incentives to grass-roots sustainable community events will be listed. The Bay Area <br />Bicycle Coalition (BABC) and EBBC will be contacted to identify recent bike-to-work <br />day activities in the City and to determine the level of participation for local bicycle <br />events. <br />Bicycle and pedestrian collision analysis (BTA item g) - Using a summary of bicycle and <br />pedestrian collisions for years 200b to 2009 prepared by the City, Consultant will <br />compare this collision summary to the analysis prepared in the 2004 Plan. Location and <br />primary causes of the collisions will be the focus of this analysis. Significant changes in <br />collision trends will be documented. <br />Estimate of bicycle commuters (BTA item a) -Consultant will estimate the number of <br />bicycle commuters currently in San Leandro using a variety of data sources including <br />Journey to Work data from Census 2000, bicycle counts taken by the City or as part of <br />the MTC Bicyclist and Pedestrian Data Collection effort, bicycle parking counts at the <br />two San Leandro BART stations, and other available information from relevant plans. <br />Data will be augmented by information provided by city staff, interviews with the <br />Chamber of Commerce, major employers and/or field research. Based upon growth <br />trends, an estimated increase in the number of bicycle commuters from implementation <br />of the plan update will be developed. <br />Deliverable: Tech Merno 2 documenting the findings of the Existing Conditions analysis <br />Task 3: Develop Elements of the Pedestrian and Bfcycle Plan <br />3a: Proposed Bikeway Network (BTA items c & e) -With the goals and policies of the <br />plan and the findings of the existing conditions analysis in Task 2 in mind, <br />Consultant will update the network from the 2004 Plan to: <br />o Mitigate existing gaps, hazards and barriers to bicycle travel; <br />o Provide access to activity centers, schools and employment centers not <br />currently served; <br />o Mitigate other network deficiencies identified during the field audit in Task 2; <br />o Provide opportunities to coordinate bikeways with those of adjacent <br />communities and connections with other modes; and <br />o Insure consistency with proposed county and regional routes. <br />The preliminary bikeway network will be reviewed by a set of criteria to evaluate <br />the suitability of each segment as a bikeway and identify the appropriate type of <br />bikeway facility.
