BPAC and should include, but not be limited to, road classifications, roadway <br />geometry, traffic volumes, posted speeds, pavement condition, traffic controls, <br />collision history and number and type of attractors served. The findings of this <br />analysis will be compiled into a recommended bikeways network. This proposed <br />network with be presented to the City and the BPAC for their input. <br />The recommended bikeways will be described by facility type to be implemented <br />(bike path, bike lane, bike route, bicycle boulevard or other), bikeway length and <br />improvements required for implementation. Innovative solutions to implement this <br />network using a combination of standard bikeway types, innovative bicycle <br />facilities such as Bicycle Boulevards, traffic calming and pavement, traffic control <br />and signage enhancements will be developed. This information will be added to <br />the Bikeway Database developed in Task 2. In addition, a bikeway numbering <br />system will be developed to both track facilities for planning and implementation <br />and to be used on signage as a guide to local trails and bikeways. The bikeway <br />numbering system will be consistent with what is being used by the City of <br />Oakland and Alameda County. <br />3b: Bicycle Support Facilities (BTA items d, e & f) -Based upon the findings of the <br />existing conditions analysis in Task 2, opportunities for additional bicycle parking <br />will be described including locations at BART stations, major AC Transit stops, <br />activity centers, schools and employment centers. Recommendations will <br />distinguish between short and long term bicycle parking and will identify the type <br />of parking appropriate to each land use. In addition, facilities for showering, <br />changing and storing of clothes and equipment will be considered. Modifications <br />to the City's municipal code regarding provision of bicycle parking, showers, and <br />lockers will be recommended. If appropriate, suggestions for a bicycle parking <br />ordinance for new and/or existing development will be provided. In addition, a <br />system for bikeway signage including destination information and the route <br />numbering system from Task 3a will be developed. A comprehensive set of design <br />guidelines for bicycle wayfinding signage was recently completed by the City of <br />Oakland (July 2009). This document will be used as a starting point for developing <br />a program for San Leandro. <br />3c: Proposed Pedestrian Improvement Areas -Findings of Task 2 will be used to <br />identify the revised set of pedestrian improvement areas to be included in the plan. <br />Typical improvements for these areas will be described including potential traffic <br />calming measures, connections to transit, sidewalk widening, crossing treatments, <br />signage, green spaces, and street furniture. The draft selection of pedestrian <br />improvement areas and typical improvement measures will be presented to the <br />City and the BPAC for their input. <br />3d: Design Standards -The design standards from the 2004 Plan will be updated for <br />the City's use in implementing the bicycle and pedestrian program <br />recommendations. These design standards will supplement general practice <br />bikeway and pedestrian design guidelines from Caltrans, AASHTO, MUTCD and <br />other accepted sources.
