bicycle or pedestrian facility types (Class 1, 2, 3 and bicycle boulevards, <br />sidewalks, walking paths), bicycle parking (Class 1 and Class 2), signage, <br />pavement markings, crosswalk treatments, traffic controls, and wayfinding signage <br />and kiosks. This section will focus on addressing innovative techniques that have <br />become popular since the 2004 Plan was prepared such as shared bicycle <br />pavement markings, colored bicycle lanes, roundabouts, in-pavement flashers, <br />raised crosswalks, and bulbouts. The updated design standards will be presented <br />with attractive, readable diagrams acid graphics both in written form as well as <br />digital format for use by the City in training and presentations. <br />3e: Bicycle/Pedestrian Safety, Education, Enforcement and Awareness Component <br />(BTA item g) -Consultant will develop strategies to increase bicycling and <br />walking in San Leandro through education, promotion and enforcement. Attention <br />will be paid to alternatives that complement activities and programs that exist in <br />San Leandro or have been successful in other communities. Programs aimed at <br />bicyclists will consider the different needs of adult and children cyclists as well as <br />the requirements of experienced versus beginner cyclists. Even experienced adult <br />bicyclists, for example, can obtain real benefit from Street Skills bicycle safety <br />training. At minimum these programs should encourage helmet use, teach safe <br />riding skills and explain bicyclists' responsibilities in following the rules of the <br />road. Pedestrian groups such as school children, seniors and the disabled <br />community will also be considered. It is particularly important for younger school <br />children to learn the basics for safely crossing streets. Education and outreach <br />strategies will target other audiences including motorists, law enforcement <br />officials, community organizations, employers and schools. Efforts by law <br />enforcement agencies to enforce provisions of the vehicle code pertaining to <br />bicycle operation, pedestrian activity and the resulting effect on roadway operation <br />will also be addressed. Encouragement programs which highlight the opportunities <br />for and health and community benefits ofnon-motorized travel will be considered. <br />3f: BTA requirements -Throughout this proposal, sections are identified by the <br />relevant BTA requirement being considered. A full listing of these requirements is <br />included in the Appendix of this proposal. All of these requirements will be met in <br />preparation of the plan update. To easily identify where each requirement has been <br />addressed, an index will be prepared citing the relevant section and page number <br />in the plan update for each BTA requirement. <br />3g: Implementation -The implementation strategy is perhaps the most important part <br />of any plan. Without a strong strategy, the plan will only collect dust on a shelf. <br />The following strategy has been used successfully in bicycle plans and other <br />studies to get projects built and improvements accomplished. Our proposed <br />implementation strategy includes the following: <br />o Prioritization of Improvements (BTA item j) -Consultant will work with city <br />staff and the BPAC to develop a list of criteria most meaningful to the needs of <br />bicyclists, pedestrians and the City of San Leandro for prioritizing and phasing <br />the recommended projects.
