criteria to determine each project's priority for implementation. Generally these <br />criteria are related to bicyclist and pedestrian safety and mobility but may also <br />reflect concerns specific to the local community. Suggested prioritization <br />criteria are listed below: <br />- Closure of critical gap in bicycle or pedestrian system <br />- Link to regional or county bicycle facilities <br />- Segment that has or will have a high level of bicycle and/or pedestrian <br />use <br />- Compliance w/funding requirements <br />- Routes with high traffic volumes or collision history <br />- Cost-effectiveness <br />- Elimination of hazard or barrier <br />- Part of aSafe-Routes-To-School or Safe Routes to Transit program <br />- Has community support <br />Consultant will apply the criteria to the recommended projects to develop a <br />separate list of bicycle and pedestrian projects ranked by high, medium, or low <br />priority. The Bikeway Database developed in Task 2 will be used for assessing <br />priority of bicycle projects. The pedestrian improvement areas will be assessed <br />using a matrix to both consider the project area as a whole and to set priorities <br />by specific types of improvements, i.e. crossing treatments between the separate <br />improvement areas. An estimated timeframe for implementation (short-term, <br />long-term) will also be assessed. <br />o Funding Strategy -Consultant will work with city staff to identify the current <br />federal and state funding sources available for the high priority bicycle and <br />pedestrian projects. The type of eligible projects and application procedures for <br />each funding source will be identified. Competition for these limited dollars is <br />fierce. In the Bay Area, bicycling and walking are recognized a effective <br />means for reducing congestion and limiting our contribution to global warming <br />as well as for providing needed healthy exercise. The region has responded with <br />a $200 million set-aside for funding of the regional bicycle and pedestrian <br />program as part of the 2030 Regional Transportation Plan and Regional <br />Measure 2 to fund a variety of transit and highway improvements including a <br />`Safe Routes to Transit Program.' Funding sources to be explored will include <br />but not be limited to: <br />- Congestion Mitigation and Air Quality Improvement Program (CMAQ) <br />- federal but distributed through MTC with call for bicycle and <br />pedestrian projects expected in October 2010 <br />- Transportation Enhancement Activities (TEA) -federal distributed by <br />counties <br />- Transportation for Livable Communities (TLC) -federal with call for <br />projects expected in January 2010 <br />- Bicycle Transportation Account (BTA) -state with yearly call for <br />projects, next due December 2009 <br />Consulting Services Agreement between PROJECT N0. 144-36-292 <br />City of San Leandro and Wilbur Smiths Associates--Exhibit A Page 20 <br />
