Introduction <br />Since my last email update to Member Agency staff in June ,the Department of Water Resources <br />has released its final version of the model Water Efficiency Landscape Ordinance (CA-WELO). We <br />are encouraging all of our Member Agencies to use the Bay-Friendly version of the CA-WELD <br />developed by StopWaste.Org staff with input from Member Agency staff. <br />Benefits from using the Bay-Friendly CA-WELD: <br />• there is consistency and at a minimum no conflicts between the Bay-Friendly <br />version of CA-WELO and the Bay-Friendly Model Policy for Civic Landscapes which all <br />Member Agencies have now adopted. <br />it will make a transition of requiring Bay-Friendly Rated Landscapes in the private sector <br />smoother by introducing core Bay-Friendly Landscape practices now. <br />• It incorporates a reference to the Bay-Friendly Landscape Guidelines, <br />As a reminder, the State of California, Department of Water Resources is requiring local <br />governments to adopt this model ordinance or an equivalent or stricter ordinance no later <br />than January, 2010. We now have allay-Friendly version based of the CA-WELO based on <br />the final version (released Sept 10, 2009) of the model from the state. (Please see <br />attachment) <br />B. Adopt the Bay-Friendly Version of CA-WELO <br />The Bay-Friendly version of CA-WELD recommends adding 5 additional requirements and highly <br />recommends several others . The 5 new Bay-Friendly requirements to CA WELD are: <br />• Quality compost is specified as the soil amendment, at the rates indicated by a <br />soil analysis, to bring the soil organic matter content to a minimum of 3.5% by <br />dry weight OR 1 inch of quality compost <br />
