• Specify California native, Mediterranean or other climate adapted plants that
require occasional, little or no some water for 75% of all non-turf plants
• Total irrigated areas specified as turf is limited to a maximum of 25% with sports
or multiple uses fields exempted
• None of the species listed by CAL-IPC as invasive in the San Francisco bay Area
are included in the planting plan
• Planting specifications and plants indicate that after construction, all soil on site
is protected with a minimum of 3 inches of mulch (state requires 2 inches).
In addition, we reference the Bay-Friendly Landscape Scorecard and Guidelines in the
policy.
The Bay-Friendly Landscape Scorecard already reinforces and includes many of the practices
in CA-WELO. To illustrate this point, in addition to the Bay-Friendly version of CA-WELD we
have attached a table so that you can easily scan the practices in CA-WELO and compare
them to similar practices in the Bay-Friendly Scorecard. This matrix does not reflect all of
the practices in the Bay-Friendly Landscape scorecard, rather only those that are related to
practices in CA-WELO. (You can request a comprehensive comparison if you would like to
see one.)
Implementation Tip: The Bay-Friendly version of CA-WELO is the state's language with
language that incorporates key Bay-Friendly practices and reference materials. In my
opinion the state model is not ready to implement as written. It will require that each
member agency go through and make the document relevant to the local community.
C. How Bay-Friendly and CA-WELO Relate to One Another
CA-WELO is primarily a water efficiency ordinance and it pertains to public and private
landscapes that have irrigated areas of 2,500 square feet or greater. The Bay-Friendly
Model Policy for Civic Landscapes is a sustainable landscape ordinance which includes water
efficiency but goes beyond that in scope and is more narrowly applied to civic landscapes.
D. Save the Date -- Workshops
DWR, CA-WELD workshop at EBMUD, Nov 2, 8:30 -12:30 or Webcast Nov. 3,
Visit http://www.water.ca.~ov/wateruseefficiency/IandscapeordinanceJ to register,
space is limited. (Will not feature any Bay-Friendly practices but will be useful to
explain the DWR's content.)
Bay-Friendly Workshop for Member Agency Staff, BFL Implementation Tools &
Resources (including a segment on the BFL-CA-WELO)
December 4th, gam to 3pm
at StopWaste.Org Offices
(See attached flier) RSVP to Lori Caldwell, Icaldwell@stopwaste.or~
2
