ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br /> <br />A.Resolution Approving the City of San Leandro Climate Action Plan to Reduce <br />Greenhouse Gas Emissions 25% Below 2005 Levels by 2020 (provides a general <br />guideline for future programs and policies toward achieving the adopted emissions <br />reductions target). <br /> <br />Mr. Hollister provided an overview of the item, and introduced Senior Planner Sally <br />Barros. Ms. Barros gave a PowerPoint presentation, providing background on the <br />Climate Action Plan (CAP), which provides the City with a framework to meet its <br />emission reductions target. She reported on the revisions made to the CAP at the <br />request of the Chamber of Commerce, to address the concerns of the real estate sector. <br /> <br />Ms. Barros responded to questions from the Council regarding the proposed changes to <br />the CAP that were detailed in a memo to the Council. <br /> <br />Vice Mayor Starosciak noted that the real estate community has expressed concern over <br />the RECO (Residential Energy Conservation Ordinance) policy. <br /> <br />Councilmember Prola questioned the need for Revision 2, as the RECO has not yet <br />been drafted. He asked about the timeline for designating a sustainability coordinator. <br />Mr. Hollister indicated that it would likely be in the later implementation stages of the <br />Plan. <br /> <br />Mayor Santos remarked that, with the current high foreclosure rate, adding a new <br />condition could be onerous to property owners. <br /> <br />Councilmember Souza expressed support for the changes, to address the perception of <br />the real estate community, and to send the message that the City wants to work with its <br />residents to achieve its goals. <br /> <br />Councilmember Gregory commented on former Mayor Shelia Youngleadership in <br />raising the awareness of the need for San Leandro to address climate change, and on the <br />Citywell-established reputation for working cooperatively with stakeholders. He <br />suggested including lenders and banks in the discussion with the real estate stakeholders <br />in the discussions on the RECO. <br /> <br />
