RAPC recommendation for use of WW and PDF funds 2 December 21, 2009 <br />they would forward a recommendation that more time was needed to do more public outreach. <br />Council gave their support in moving forward. <br />Two public workshops were held, one at the Marina Community Center at 1:00 on Saturday, <br />November 7, 2009 and one at the Library at 7 p.m. on Tuesday, November 10, 2009. A total of <br />52 people attended the workshops. The workshops were 2 '/2 - 3 hours in length and included a <br />presentation of the goals and objectives and suggested evaluation criteria; slide show of 43 <br />projects eligible for the funds; question, answer and clarification time period and group <br />interactive process of determining project priorities for San Leandro. <br />Each group was asked to consider all of the projects and come up with a priority list of projects <br />that equaled $4 million (approximately $3.5 million WW and up to $500,000 PDF; as suggested <br />by staff, the Commission decided to leave some money in the PDF to leverage grants and use for <br />other needs that may arise). The groups were told that they would need to list their "reasoning" <br />along with the projects. For example, why had they chosen one project over another? What had <br />been some of the determining factors in their choices? The groups were told that the reasoning <br />would be helpful for the RAPC in making their recommendation to City Council. <br />The group interaction was sometimes difficult and intense. People had strong feelings about <br />projects; however, after each workshop several of the participants expressed their appreciation <br />for the process and how it helped them learn about the needs of San Leandro as well as the <br />limited funds available and maintenance impacts. Overall, as seen in the group report outs, there <br />was quite a bit of consistency in the priority list from group to group. The report out from each of <br />the groups as well as a synthesis of information received at both workshops is attached <br />(attachment A). <br />The list of projects to receive Measure WW and Park Development Fee funds being <br />recommended to City Council is a direct result of the public input process. They are projects that <br />were listed on group lists the highest number of times. The Recreation and Parks Commissioners <br />feel that the list reflects what the community sees as priorities and the Commission supports the <br />work done by the public workshop participants. <br />Current City Council Policy <br />Previous City Council Action(s) <br />On December 1, 2008, Mayor Santos created a Measure WW Ad Hoc Committee, and appointed <br />Councilmembers Gregory, Souza and Starosciak to serve on the Committee. <br />On February 17, 2009, the City Council adopted Resolution No. 2009-023, authorizing the <br />application for $3,704,998 in local grant funds from the East Bay Regional Park District <br />(EBRPD) Under Measure WW, the Park Bond Extension, for the acquisition and development of <br />park and recreation lands and facilities in the City. <br />City Council Committee Review and Action <br />The Measure WW Ad Hoc Committee held three meetings: January 29, February 9 and April 6, <br />2009.
