Any jurisdiction can withdraw from the <br />CaliforniaFIRST Program at any tune by passing a resolution rescinding the authorization. <br />Attached to the CaliforliaFIRSTresotution as Exhibit A is a "Form of Resolution of Intention to <br />be Adopted by California Communities". This is for informational purposes and does not require <br />action by Council . <br />State Enemy Program (SEP) Grant Applications <br />Participation in grant applications for the SEPl and SEP2 Programs would provide numerous <br />benefits to the community if the grant applications are successful, including: <br />• Interest rate buy downs of one (1) percent and enhanced customer service for participants <br />in CaliforniaFIRST (SEP 1) <br />• Funding for set-up and validation costs related to the CaliforniaFIRST program (SEP1) <br />~ Enhanced local workforce training and marketing related to whole-house energy retrofits <br />(SEP 2) <br />Attachments to the resolutions for the authorization for Sacramento County (SEP 1) and ABAG <br />(SEP 2) are executive summaries of the respective grant applications. <br />Current City Council Policy <br />On December 7, 2009, City Council authorized the allocation of $13,350 of its EECBG allocation <br />toward the StopWaste.Org Green Packages program, which forms the core program for the <br />Alameda County portion of the region-wide SEP 2 program, Retrofit Bay Area. The SEP 2 <br />program elements and funding that is allocated to Alameda County will be added to the Green <br />Packages to complement and expand that program. <br />Both the municipal f nancing and the residential retrofit programs (SEP 1 and SEP 2) will <br />implement actions listed in the City of Sall Leandro Climate Action Plan, which was adopted by <br />City Council on December 21, 2009. <br />City Council Committee Review and Action <br />On December 10, 2009, the City Council Housing and Business Development Committee reviewed <br />the proposed CaliforniaFIRST program and the grant applications to the State Energy Program for <br />SEP 1 and SEP 2, and directed staff to proceed with presenting the resolutions to the full City <br />Council for adoption. <br />Applicable General Plan Policy <br />The City's General Plan, adopted in 2002, includes a series of goals and policies related to resource <br />conservation and environmental sustainability. The proposed municipal financing for energy <br />efficiency and renewable energy and residential retrofit programs are both in conformance with <br />the General Plan policies that encourage energy and water conservation and better air quality. <br />Chapter 5 (Open Space, Parks and Conservation), states that "(a)nother mzssion of this ~'lement zs <br />to promote conservation practices among San Leandro residents and busznesses. Three areas are <br />emphasized: water conservation, recycling, and energy conservation. " (General Plan, page 5-1) <br />
