Ordinance Changing Election Date 2 February 1, 2010 <br />The proposed ordinance also requires a notice to be published in a local newspaper, within 30 <br />days after the ordinance becomes operative, informing voters of the change in the election date. <br />Information on the election date change will also be posted on the City website. <br />As this is an ordinance related to an election, it can be passed to print and adopted at the same <br />time, and will be effective immediately upon adoption. <br />Current City Council Policy <br />San Leandro City Charter Section 600 allows, by ordinance, the consolidation of the City's <br />General Municipal Election with the Statewide Direct Primary or Statewide General Election. <br />Currently, San Leandro Municipal Code Section 1-11-100 consolidates the City's General <br />Municipal Election with the Statewide Primary Election conducted the first Tuesday after the <br />first Monday in June of each even-numbered year. <br />Previous City Council Action(s) <br />On January 19, 2010, the City Council adopted Resolution 2010-006, approving a Memorandum <br />of Understanding Between the County of Alameda and the Cities of Oakland, Berkeley and San <br />Leandro for reimbursement of costs associated with Ranked Choice Voting (RCV). <br />Ordinance No. 2005-008, adopted on July 5, 2005, amended San Leandro Municipal Code <br />Section 1-11-100 to provide for the consolidation of the City's General Municipal Election with <br />the Statewide Primary Election in June of even-numbered years, beginning with the June 6, 2006 <br />election. Special Municipal Elections have been called in November of even-numbered years to <br />conduct the runoff elections needed following the June General Municipal Elections. <br />City Council Committee Review and Action <br />At its meeting on October 27, 2009, the City Council Rules and Communications Committee <br />discussed the possibility of a change to the City's election date in its discussion on Ranked <br />Choice Voting. The Committee forwarded consideration of the matter for full City Council <br />discussion and action. <br />Fiscal Impact <br />The estimated cost for publishing the notice to voters of the change in the City's General <br />Municipal Election date is minimal, and funds are available in the FY 2009-10 Elections budget, <br />Account 010-11-031-5890. <br />Attachments <br />None. <br />CONCLUSION <br />Staff recommends that the City Council adopt the ordinance, amending Article 1, Chapter 1-11 <br />of the San Leandro Municipal Code, to change the date of the City's General Municipal Election <br />to consolidate with the Statewide General Election, held the Tuesday after the first Monday of <br />even-numbered years. <br />
