Hollister <br />City Manager <br />RESOLUTION AMENDING SECTIONS 15.1.100 AND 21.1.100 OF THE CITY OF SAN <br />LEANDRO ADMINISTRATIVE CODE TO AMEND THE REGULAR MEETING <br />SCHEDULE OF THE BOARD OF ZONING ADJUSTMENTS AND THE PLANNING <br />COMMISSION <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council adopt the attached resolution to reduce the number of <br />regular meetings of the Board of Zoning Adjustments and the Planning Commission from twice <br />a month to once a month, such that the BZA shall meet on the first Thursday of each month and <br />the Planning Commission shall meet on the third Thursday of each month. <br />BACKGROUND <br />On March 24, 2009, the City Council Rules and Communications Committee discussed the <br />possible merger of the Planning Commission and Board of Zoning Adjustments. It was noted <br />that any such decision would need to be phased. Council members directed staff to schedule <br />discussions with the Planning Commission and Board of Zoning Adjustments regarding the <br />proposed merger. <br />On April 23, 2009 staff presented the possible merger to the Planning Commission for their <br />consideration. There was a lengthy discussion by the Planning Commissioners detailing their <br />concerns about a merger. One of the suggestions was to hold one Planning Commission meeting <br />a month and one Board of Zoning Adjustments meeting a month. <br />On May 7, 2009, staff presented the possible merger to the Board of Zoning Adjustments for <br />their consideration. There was again a lengthy discussion, this time by the Board of Zoning <br />Adjustments, concerning a potential merger. Again, one of the suggestions was to hold one <br />Planning Commission and one Board of Zoning Adjustments meeting per month. The Board of <br />Zoning Adjustments concurred with the Planning Commission opinion that having two bodies <br />allowed for more citizen involvement in policy development. Having one meeting each month <br />by each body would minimize impacts on staffing and the community. <br />
