2010 through December 31 2010 Vacation sick leave floatin hg oliday or compensatorMime <br />may not be used by the emplo ees as part of the Pro rg am. <br />City Hall Closure: City hall will be closed on designated days eves month from January 1 <br />through December 31 2010 Duringthis period most City facilities will be closed and all but <br />essential services will cease Employees will not work on furlough days exert with~rior <br />written permission of the City Manager During this furlough period employees will receive an <br />annual 4 6% reduction in salary (prorated during the January -December 2010 time period <br />The annual reduction shall be spread equally among the 24 annual pay periods. Under this <br />pro ram part-time employees will have their scheduled hours reduced by 4.6% in lieu of the <br />4.6% salary reduction. <br />Four 4) hours of paid time will be deducted from each full-time employee's paycheck with the <br />payroll period be ig nning February 1 2010 and ending with the payroll period which is paid <br />February 5 2011 Assuming an employee works 86.67 hours they will be paid for 82.67 hours <br />for each of the 24 payrolls. <br />Leave_Accruals: Vacation leave sick leave administrative leave and floating holiday shall <br />accrue during the furlough periods as though the employee were on paid status. During the <br />furlough period the maximum for vacation accrual shall be increased by twelve (12 days and <br />remain at that level for twelve months following the furlough period. <br />Probationary Period• Furlough time shall apply toward time for completion of probation and <br />furlough time will not affect an employee's anniversary <br />Benefits: There will be no change in health dental vision life or holiday benefits because of <br />the Employee Furlough Program. <br />CaIPERS: PERS retirement contributions will continue to be based on compensation paid t_o <br />the employee Since PERS considers 1720 hours to be a full year for retirement service credit <br />calculations the furlough program will not affect an employee's retirement. <br />Working on Furlough Day: Specially designated employees as so designated by the City <br />Manager maybe required to work on the furlough day. Any. days worked durin tg_ he regularly <br />scheduled furlough will be exchanged for another da~off and will be counted as the furlough <br />for the affected employee If the exchan eg d day cannot be accommodated within 30 calendar <br />days following the observed furlough day the specially designated employee will be <br />compensated for working_the furlough day. <br />Non-exempt employees requested to respond to an emer ency or who axe otherwise required to <br />perform work on a day while other employees are furloughed will be compensated for at least <br />two (2) hours ofpay The City may in its sole discretion utilize part-time employees to respond <br />to after-hours and weekend call outs. <br />Emergency Recall• In the case of emergency all ernplo ees remain subtect to recall as <br />Disaster Service Workers pursuant to California Government Code Section 3100 et. seq. <br />Unemployment• Employees are not eligible for unemployment benefits as a result of this <br />furlou <br />35 <br />
