Section 24. Emnlovee Furlough Program <br />All employees, except for specially designated employees as determined by the City <br />Manager, will be furloughed from work on an unpaid basis a designated day each month <br />from January 1, 2010 through December 31, 2010. Vacation, sick leave, floating holiday or <br />compensatory time may not be used by the employees as part of the Program. <br />City Hall Closure: City Hall will be closed on designated days every month from January <br />1 through December 31, 2010. During this period most City facilities will be closed and all <br />but essential services will cease. Employees will not work on furlough days, except with <br />prior written permission of the City Manager. <br />During this furlough period, employees will receive an annual 4.6% reduction in salary <br />(prorated during the January -December 2010 time period). This annual reduction shall be <br />spread equally among the 24 annual pay periods. Under this program, part-time employees <br />will have their scheduled hours reduced by 4.6% in lieu of the 4.6% salary deduction. <br />Four (4) hours of paid time will be deducted from each full-time employee's paycheck with <br />the payroll period beginning February 1, 2010 and ending with the payroll period which is <br />paid February 5, 2011. Assuming an employee works 86.67 hours, they will be paid for <br />82.67 hours for each of the 24 payrolls. <br />Leave Accruals: Vacation leave, sick leave, administrative leave and floating holiday shall <br />accrue during the furlough periods as though the employee were on paid status. During the <br />furlough period, the maximum for vacation accrual shall be increased by twelve (12) days <br />and remain at that level for twelve months following the furlough period. <br />Probationary Period: Furlough time shall apply towards time for completion of probation <br />and furlough time will not affect an employee's anniversary date. <br />Benefits: There will be no change in health, dental, vision, life, or holiday benefits because <br />of the Employee Furlough Program. <br />CaIPERS: PERS retirement contributions will continue to be based on compensation paid <br />to the employee. Since PERS considers 1720 hours to be a full year for retirement service <br />credit calculations, the furlough program will not affect an employee's retirement. <br />Working on Furlough Day: Specially designated employees, as so designated by the City <br />manager, may be required to work on the furlough day. Any days worked during the <br />regularly scheduled furlough will be exchanged for another day off and will be counted as <br />the furlough for the affected employee. If the exchanged day cannot be accommodated <br />within 30 calendar days following the observed furlough day, the specially designated <br />employee will be compensated for working the furlough day. <br />Management employees requested to respond to an emergency or who are otherwise <br />required to perform work on a day while other employees are furloughed, will not see an <br />increase in salary but may, upon request, exchange the day worked for another day on which <br />to be furloughed. <br />10 <br />SLMO final 2010 <br />
