CITY COUNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Councilmember Gregory attended the meeting of the Alameda County Fire <br />Commission, and reported on the status of the proposed consolidations with the Newark <br />and Union City Fire Departments. <br />Councilmember Souza, also a member of the Fire Commission, commented on the <br />benefits of the consolidations to all of the organizations involved through the economies <br />of scale and distribution of overhead. <br />Vice Mayor Starosciak attended the League of California Cities East Bay Division <br />meeting, and reported that the League is moving forward with a ballot initiative to <br />protect local revenues. She reported on the meeting of the Alameda County Congestion <br />Management Agency (ACCMA), where members received a presentation on the I-680 <br />High Occupancy Toll (HOT) lane from Sunol to San Jose, and she stressed the <br />importance of communicating this information to constituents. Vice Mayor Starosciak <br />reported on the potential merger of the ACCMA and ACTIA (Alameda County <br />Transportation Improvement Authority). She attended the AC Transit Bus Rapid <br />Transit (BRT) Project Steering Committee, along with Councilmembers Gregory and <br />Reed. Vice Mayor Starosciak voiced a willingness to relinquish her position on the <br />Committee to Councilmember Reed. <br />Mayor Santos explained that his "no" vote on the ACCMA/ACTIA merger was based <br />on two issues: 1) ACTIA is avoter-approved agency, and he believed the merger also <br />required voter approval; and 2) he is concerned for the 34 employees who would lose <br />their jobs.
