MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 1, 2010 <br />Councilmember Prola suggested that the Finance Committee at its next meeting <br />consider whether there are other classifications that could be added to the list in order to <br />increase the savings and avoid layoffs. Mr. Hollister stated that he could do additional <br />outreach to employees, and report his findings to the Finance Committee. If additional <br />classifications are identified and offered the additional service credit incentive, this <br />process would need to be repeated later in the year. <br />The Council discussed the inclusion of the Human Resources Director position on the <br />list of identified classifications, expressing concerns about a vacancy in a director level <br />position, the community perception, and the potential loss of all three management-level <br />positions in the Human Resources Department. Mr. Hollister commented that he can <br />begin to develop plans for reorganization once the results of the early retirement <br />incentive are known. Mr. Hollister added that he has issued anorganization-wide <br />memo to keep City staff apprised. <br />• Resolution No. 2010-026, Resolution of Intent to Provide Two Years Additional <br />Service Credit as an Incentive to Identified Classifications to Retire (establishes a <br />designated period of March 15, 2010 through June 15, 2010 for an early <br />retirement incentive for 20 job classifications). Matter of Amendment to the California Public Employees' Retirement System <br />(Ca1PERS) Contract to Provide Different Level of Benefits for Local Miscellaneous <br />Members Whereby the One-Year Final Compensation and the 2.5% at 55 Full Formula <br />Applies to Members Entering on or Prior to the Effective Date of the Amendment and <br />the Three-Year Final Compensation and the 2% at 55 Full Formula Applies to Members <br />Entering for the First Time After the Effective Date of the Amendment (provides two- <br />tier retirement benefits to the local miscellaneous members in the San Leandro City <br />Employees' Association/International Federation of Professional and Technical <br />Engineers, Local 21 [SLCEA/IFPTE]; San Leandro Management Organization <br />[SLMO]; Non-Represented Confidential Employees Group; and Part-Time, Non- <br />Represented Employees Group). <br />• Resolution No. 2010-027, Resolution of Intention to Approve an Amendment to <br />Contract Between the Board of Administration of the California Public <br />Employees' Retirement System and the City Council of the City of San Leandro <br />(provides for public notice of City's intent, as required by Public Employees' <br />Retirement Law, to amend the PERS contract to allow local miscellaneous <br />employees entering Ca1PERS membership for the first time in the miscellaneous <br />classification following the effective date of the amendment to the contract to <br />retire with benefits based on three-year final compensation and the 2% at 55 full <br />formula).
